WIRELESS IS HUNGRY
FOR TV SPECTRUM

TVNewscheck posted this article this morning, but quickly took it off their site since it was embargoed until later today.  The Preston Padden group, Equal Opportunities for Broadcasters Coalition, which had commissioned the Kagan report, did not want it released until this afternoon, and it was sure worth the wait.    TV NewsCheck Article

NAB RELEASES NEW
AUCTION RESOURCES PAGE

NAB released today a resource page on their website which has a market-by-market compilation of data that the FCC has released concerning opening bid prices and high-end estimated payouts. This new resource also estimates the number of volunteer stations the FCC may need to participate in the auction in each market so that it can repurpose very targeted amounts of spectrum.

TV NewsCheck reports NAB President-CEO Gordon Smith saying:

"NAB is committed to being the most comprehensive and accurate resource for all television broadcasters interested in how the incentive auction may affect them, regardless of whether or not they intend to participate.

We look forward to continuing to work with the FCC to ensure a successful auction for all stakeholders."

COALITION COMMENTARY

We are glad NAB has developed this page and released this information. They have built on what the FCC has already done, but most importantly, they have taken a deep dive into exactly the type of analysis which the Coalition had done a first top-layer look at, and have come to the same conclusion.

The FCC can accomplish the 84-MHz clearing (UHF 51-38) without hardly any broadcaster participation at all, except for channel relocations.  It is obvious, as we have been reporting on for a while now, that the intent of the FCC is go for the full 144-MHz clearing (51-27) no matter what, if it can, where it can. And the high Greenhill 2.0 opening bid numbers is game theory 101.

Within this NAB study, it shows that in many markets, the Greenhill 1.0 and 2.0 reports detail large opening and closing pricing.  While the NAB study shows that the FCC does not need any stations in those markets.  The Coalition only today had a real world example of that when one of its members was told that the Greenhill numbers (and more) were good for their station, yet the NAB study shows the FCC not needing any stations in that market.  NAB Spectrum Auctions Resource Page

The Coalition has its own methodology for DMA analysis, based also on the FCC data, but our focus in on the LPTV repacking opportunities post-auction.  You can read about it here:  LPTV DMA Studies

BILLIONS AT STAKE IN ATSC 3.0 STANDARDS DECISION MAKING

Another excellent story from TV NewsCheck, and one which will definitely effect LPTV in the post auction repacking.  Unless the warring factions within the ATSC standards body get it together, and pass a new standard quickly, LPTV could lose 100's of channel assignments if we have to repack with ATSC 1.0.  See how the weird world of standards settings works, or doesn't.

SBGI GOES ON WILD RIDE AFTER SENIOR MANAGEMENT TALKS

The fools over at Motley Fool report today that after a call with with analysts and Sinclair CEO David Smith, that the stock pries jumped all over the place.  We have read through the transcript of the call and it sounds to us like Sinclair is doing great, having just ingested major acquisitions, has a great new local digital initiative, expanding strategically into content for its station group, and is committed to competing in the ATSC 3.0 standards fight with its own candidate standard.

The reason we report on it is that Sinclair is one of the largest TV translator owners, and other than the non-com PBS network translators, and State of Utah translator network, they are one of the largest commercial owners.

If you want to read the full transcript of the call, the Seeking Alpha site is good for that.

LPTV DIGINET EXPERIENCING GROWING PAINS & LEGAL ACTION

Emerging LPTV diginet Soul of the South (SOS) is carried on over 30 stations across the country (see rabbitears.info SOS page), reaches more than 70 million coverage pops.  They have positioned themselves as an alternative to Bounce, in the African American programming category.  And with a rapid national roll-out has come some growing pains due to restructuring of the original partners.

CENTRAL ARIZONA TRIBAL NATION
READIES LAUNCH OF A NEW ADVANCED LPTV STATION

The Gila River Broadcasting Corporation (GRBC) is the first Low Power Television station operating in Indian Country with both English and O'odham language programming. The Gila River Indian Community, a sovereign tribal nation, identified a need for culturally competent and respectful programming that was not available for their community members. Their vision became a reality in January 2015, when the first program was aired over high definition channels 19, 21, and 29.
