Public Education Funding
The League has a lengthy position on public school finance.
We are paying attention to the analyses of education experts at the AEA, Save Our Schools, Children's Action Alliance, and the Arizona Center for Economic Progress, as well as our members in the field.



League SUPPORTS all the bills below as fiscally responsible and
in the service of transparency and accountability
in regard to use of taxpayer money.

This bill would gradually reduce the amount of "rollover debt" the state owes to schools, so that in a few years schools will get their payments on time and the state will no longer owe that debt.
* A budgeting gimmick for several years now has allowed the state to delay making payments to schools, by pushing those payments into the next fiscal year so that state accounts balance on paper. It really messes up schools' accounting and some have taken out loans in order to pay the bills until THEY get paid by the state!

Eliminates the requirement that school districts must award contracts for materials, services and goods based on the lowest qualified bidder.
* Allows for considerations which should be taken into account when accepting a bid other than just cost, possibly saving money in the long run.

Would appropriate funds for the State Board for Charter schools to hire 8 new staff persons.
* We want charter schools to follow the same financial accountability rules as district schools. These positions will increase financial program management oversight, and transparency.
