Housing Study Underway 

Our housing study is underway! The next meeting will be at Rayley's Community Room, 367 West Main Street, Woodland, March 19, 2019  at 11 am - 1 pm.

Summary of February 5 meeting
Co-Chairs Janet Ruggiero & Elizabeth Kemper, and members  Kathy Harryman, Maria Lago, Catherine Portman and Gil Walker were present.  

Dan Sokolow, City of Woodland Planning Department, spoke about issues the city considers key to increasing housing availability for middle-income working people , an area identified as lacking in our city and county. These include relaxation of zoning requirements when needed, availability of transportation, parking, and in-fill incentives for developers.  

It is difficult to attract developers interested in this type of housing because of lower profit margins in both sales and rentals. Nevertheless, there is always a need, and thus, a market, for affordable housing.  There are no price-control covenants for many rental developments, and some become unaffordable for residents unexpectedly. The city is trying to increase the supply of housing to control prices. Builders prefer Sacramento as it is more profitable. Woodland gives builders perks, but eventually prices rise. Because of the limited supply of mid-price buildings, developers cannot present comps to banks when trying to obtain construction loans.
 
The city has lowered impact fees for high density housing to encourage in-fill development. Other approaches considered are incentives for empty lot purchases for development, changes to laws governing Accessory Dwelling Units (i.e., mother-in-law housing) and grants and other aids to help construction of sites such as the Friends of the Mission development (Janet, Vice President) at Route 102 and Beamer. This is geared toward the mentally ill and will provide a campus setting with single and duplex pre-built housing. Walter's House will relocate to this site, freeing space at 4th & Hope. This is a housing-first approach to homelessness. The project may begin mid-2020.

Following Dan's presentation, we discussed the state position on housing and looked at LWVW's position from the 1982 study. We also read information from the San Diego area LWV. 


Message from the President

  It has been my pleasure to have served as your president for the 2018-19 term. As this term ends, I want to urge all members to step forward to make contributions to participatory democracy: consider taking an office, register voters, attend the housing study, become our school board observer, host a board meeting, help with the fund raiser, sell tickets, improve communications by putting out this newsletter at least quarterly, and assist with the 2020 voter candidate forums, which Gil Walker will once again organize.

Special thank you's are in order for the successful 25th annual State of the Community Luncheon at which the Honorable Daniel Maguire spoke about our Yolo Grand Jury, the history of the Grand Juries and made suggestions for the future.

For marvelous work heading the luncheon team for sixteen years, kudos go to Lucinda Talkington, her team Kathy Harryman,  ,  all the soup makers, for getting the appeal letters out to Karen Urbano, for baking muffins thanks to Evelia Genera, who also manages to get the dishes and equipment out of storage and back in place with a team of helpers, to  Judy Simas for taking reservations and being our treasurer, to Carol Sousa-Cole for laundering the table clothes and for printing the programs,  Maria Lago for the centerpieces of flowers and for creating the gift basket for the raffle. Who have I missed? So many of you who came to set up and stayed after to clean up.
Many hands and good hearts really do make light work. Arigato, Gracias, Tack sa mycket, Danke schon, Todah rabat, Obrigado, Grazie, Danke, Mahalo.

Looking ahead...

We are exploring ways to celebrate our 100 year founding next February, the 14th as well as the adoption of the nineteenth amendment. Should our annual fundraiser take a different form for this one year than the State of the Community luncheon? Should we consider an evening event? Have a caterer? A different venue? Please share your ideas with the board, so we can implement them. 

We are looking for ways to partner with the AAUW and Women's History month to celebrate the adoption of the nineteenth amendment while preserving our traditions and our special role in the transition from the suffragette movement to becoming The League of Women Voters. All ideas welcome.

In honor of Women's History Month 2019, we will be noticed for our work by the City Council at their March 19 meeting.


Year in Review...

After the June Annual Meeting, our next annual event is a Membership Kick Off. This year's was hosted by the Urbanos and featured Jesse Salinas explaining the Youth Empowerment Summit. Because 2020 will be a celebratory year with our centenary, lets plan right now to all attend the Membership Kick off next September and all bring at least one prospective member.

In October, we staged two nights of Voter Candidate Forums at the Community Center. These were organized by Gil Walker, as Voter Services Chairman. Gil has agreed to remain in this position preparing for elections in 2020. He also serves as City Council Observer. 

Prior to the 2018 election,  voter registration took place at our high schools. Many league members participated.

YES students were recognized at our Annual Democracy Works Dinner, which was held at Steve's Pizza.

Our Housing Study, lead by Janet Ruggiero and Beth Kemper is well underway, but new participants are always welcome.

In December we had a social at the Genera's

And as noted earlier, in February we staged our luncheon.

Members should consider making nominations or self nominating to the board. We do not have a nominating committee. If your are considering taking an office, please join us at the next board meeting April 3 at the home of Audrey Doehne, 4 Linden Place, at 2:00 to familiarize yourself with current business as we plan for the Annual Meeting. We will elect a new board, review our budget, vote on dues and hear reports on June 5 at which the mayor Xochitl Rodriguez has agreed to speak. Look for an email to all membership as soon as the details have been decided.

You may not be aware that a significant portion of our dues go to the National ( $1408)  and California ( $1232 ) Leagues. As women won suffrage nationally nearly one hundred years ago -- and earlier in progressive California and other like-minded states -- gratitude must go to the enlightened male voters who were necessary to make women's enfranchisement possible. 

The League of Women Voters welcomes men to membership as we study policies and share work to protect democratic institutions and encourage all eligible citizens to vote.

Visit the City of Woodland website for meeting times, and agendas and think about your interest and strengths.  We welcome League members to join us at Woodland City Council Meetings as observers, first and third Tuesdays, 6PM. Meetings are cordial, informative, about Woodland, and often feature special presentations. Public commentary is typically welcomed. 

A primary function of observers is to determine how League policies are affected by Council votes. 
In the Fall, some City Council members will stand for reelection; some have already filed for candidacy. For additional information, contact Gil Walker, 661-6449
