It has certainly been a most challenging few weeks for the community as we have all had to make adjustments to our business operations and personal lives in light of the recent executive orders and public health guidelines. This, on top of a grueling eighteen months we have lived through, is absolutely one for the record books. As noted in Wednesday's membership notice, we truly appreciate all your efforts and all you do each day for your employees and our community.


Last year's Labor Day weekend newsletter was a salute to all our workforce in the private and public sectors who help us run our operations and whose contributions are invaluable to our way of life - This message rings true today more than ever. As we struggle through adjusted work schedules, workforce shortages, supply chain issues, increase in the cost of doing business, family care concerns - you name it! - the realities of living through this pandemic have tested and challenged our mental and physiological well being.


As we commemorate Labor Day this year, I raise a glass to you and our labor force for your hard work, grit, and tenacious spirit in keeping your doors open and our economy afloat. Biba!


Before you log off for the well-deserved holiday, following are updates and reminders for upcoming events below. As always, feel free to to contact me with your thoughts, ideas and concerns. It's always good to hear from you.

Government of Guam Updates

As a reminder, vaccination verification is only required for dine-in customers. For takeout services from any food place, no vaccination verification is required.


Further, for dine-in patrons, self attestation is permissible by indicating on contact tracing sign-in that they are vaccinated. Please also note, that this requirement pertains to only those businesses that are specifically named in the Executive Order. It does not apply to retail, business offices, or other business entities not specifically named.


Those due for their second dose are reminded to bring their COVID-19 immunization card. To view the complete schedule of COVID-19 vaccination clinics, visit DPHSS.


Special Requirements for Minors to Receive the Pfizer-BioNTech Vaccine: must be accompanied by a parent or legal guardian must provide government-issued identification to validate minor’s age must provide minor’s birth certificate parent/legal guardian must have a government-issued ID guardians must present legal guardianship or power-of-attorney documents


Homebound Vaccination Requests

DPHSS and the University of Guam (UOG) Center for Excellence in Developmental Disabilities Education, Research, and Service (CEDDERS) have partnered to service all home bound requests. Individuals who would like to request home bound COVID-19 vaccinations should call 311, option 2, between 8 a.m. to 5 p.m. Monday to Friday, to schedule an appointment.

Guam Safe & WTTC Safe Travels Certification

The mission of this program is to help rebuild confidence among the local community and visitors as travel restrictions ease and the tourism industry begins its revival. All businesses and establishments are encouraged to gain their Safe Guam & WTTC Certification. 


It's an easy process - just click on the link to GVB's website, complete the application and upload your business reopening protocols which will be reviewed and approved by the Department of Public Health. Once your protocols are approved, your company will receive notice from the Guam Visitors Bureau and you will receive the certificates for display at your place of business. That's it - it's that easy!

Veteran Certifications transferring to SBA


The VA Center for Verification and Evaluation (CVE) functions are transferring to the SBA effective January 1, 2023. While there is no immediate action required for veteran small business owners at this time, we want to keep you updated and informed throughout the process leading up to the official January 2023 transfer date. Our goal is to provide regular project updates, and we’ve established an inbox cvetransfer@sba.gov where you can direct CVE transfer-related questions or concerns.

The Guam Economic Development Authority would like to invite you to the upcoming free virtual export conference, “Taking the Leap Beyond Guam: Exporting for Businesses”, on September 10, 2021 from 8:00am to 4:30pm.


As we look towards an economic recovery from the COVID-19 pandemic, the success of small businesses is vital to the stability of Guam’s economy and the well-being of our people. The purpose of the event is to provide local small businesses and entrepreneurs with the necessary tools and strategies to export to international markets in the current economic climate. Confirmed panelists include representatives from the U.S. Department of Commerce, Western United States Agricultural Trade Association, Hawaii Pacific Export Council, Sacramento Minority Business Development Agency (MBDA) Business Center, Guam Small Business Development Center as well as entrepreneurs and small businesses from Guam, CNMI, and Hawaii.

SEMINAR: MARIJUANA HITS THE SHORES OF GUAM AND CNMI


The District Courts of Guam and the NMI are jointly hosting a virtual seminar on Friday, September 17, 2021 at 10:30 am - 12:30 pm. The event is free to all interested in attending except for lawyers who will be required to pay a fee to receive Continuing Legal Education credits. 


Moderating the panel of presenters will be the Honorable Daniel P. Collins, United States Bankruptcy Judge for the District of Arizona. The panel will feature:

  • Ms. Vanessa Williams, Chairwoman, Guam Cannabis Recreational Control Board
  • Mr. Milton Morinaga, Chairman, Guam Visitors Bureau
  • Mr. Mitchell Kahn, CEO & Co-Founder, Grassroots Cannabis
