This is a special-edition email sent to Lake Shamineau Lake Improvement District (LSLID) newsletter subscribers to provide some quick updates.


ANNUAL MEETING

AUGUST 31, 2024 at 9:30 AM


Property owners should have received a mailing dated August 7, 2024 that included voting and ballot materials as well as a letter with the announcement of the Annual Meeting which will be held on August 31st at 9:30 AM. Note that the meeting will be held online with a viewing option at the Scandia Valley Town Hall with a Board Member in attendance. To sign up for the meeting, send an email to Fred Comb, at fred@homeinspectionsofmn.com to receive an invitation and instructions to join the meeting. 


DON'T FORGET TO VOTE!! Since the Annual Meeting will be held online and there will be no in-person voting, we have adjusted the deadlines to allow property owners to vote after the Annual meeting. Following are the voting deadlines:

  • Paper Ballots need to be postmarked by September 3, 2024.
  • Online voting will close on September 5, at 11:59 PM
  • Audited tabulation results will be available after 6 PM on September 7.

WHY DO WE NEED VOTE 3?

  • Vote 3 for High-Water Outlet Budget for Operations is needed for the operation of the pump.
  • Operational costs of electricity, maintenance and monitoring will continue until the lake elevation reaches the ordinary high-water level (OHWL).
  • Once the OHWL is reached, electricity costs will only be needed when pumping is required.


Project Update


  • In August of 2022, the membership of the LSLID authorized the LSLID Board to proceed with a project with a maximum local cost of $5.55 million which provided the authorization for the LID Board to move forward with the project
  • On June 1, 2023, the Governor signed a bill that included $3 million in grant funding to the LSLID for construction of the project which will reduce the assessments and charges property owners.
  • In the Fall of 2023, a contract was awarded to Landwehr Construction for construction of the High-Water Outlet and the LSLID hired Houston Engineering to oversee the project.
  • Temporary financing was acquired for the project to enable construction to proceed.
  • In the winter of 2023-2024, pipe was installed, a cofferdam was completed at the inlet area of the lake to allow for dewatering and the installation of the intake structure.
  • Work continued in the spring/summer of 2024 with the building of the pump house and the installation of the pump. The pump is in the process of being tested, and electrical work is being completed.
  • In the spring of 2024, after a period of heavy rain, an issue was discovered with a small portion (approximately 60 feet) of the gravity pipe on the west side of Highway 10 near Morrison County line road.
  • Houston Engineering has been working with the contractor to determine a plan and timeline to resolve the issue which will require repair of the piping by the contractor to ensure that water will flow appropriately through the route.
  • The above normal rainfall this spring and summer has created wet conditions in the area delaying the repair process and making it difficult to obtain a speedy resolution.
