Happy New Year!
Welcome to what is sure to be a prosperous new year for our Lancaster Chamber in so many ways. Our annual Christmas Parade was outstanding! Many changes were seen including a change to bands who participated without the judging of past years, the length of our event being one of the longest in our parade history, and the attendance was outstanding. Special thanks to Anna for her work in making the parade a stellar event, to Luis for chairing this event and adding some new aspects, and to Mark and Sharon for their support. Also, thanks to everyone who helped with the VIP breakfast; Especially the Zonta members, our Ambassadors who were on hand to meet and greet, and our Board of Directors who helped in a variety of ways from riding on the float to judging and clean up. Truly this was a parade with the help of many. Thanks also to the City of Lancaster for allowing us to host the parade on the BLVD.
Speaking of the recent holiday events, thank you to all of the local restaurants for their contributions of food for our annual Open House. The event was well attended and the food was great. Thank you again to all who made it possible. We also had a chance to present checks to the winning band boosters/directors in attendance for their being chosen as the top three band performances in our parade. In case you missed it, we also joined with our local, federal, state, and county representatives to honor the work of a young member of our community. Harrison Pleer, a 9-year old student at Gregg Anderson Academy and son of Harry and Melissa Pleer, had just one wish for Christmas from his family and that was to collect jackets to give to Grace Resource Center for those who'd otherwise have no warm coats for the winter. He collected well over 200 coats and jackets and was able to reach his goal of donating them. What a selfless act for our Chamber to recognize! We appreciated his Mom, Dad, brother, and other supporters joining us to celebrate his good work, and to see him receive the "Good Neighbor Award" from Todd Main at State Farm Insurance.
Those of us attending December's Business-4-Breakfast had a great time with the gift exchange. If you haven't found time to make the monthly breakfast part of your Chamber participation, I encourage you to make it a priority in 2017. We meet every 4th Thursday at the A.M. Cafe at 7:00 am.

I have to thank all of you for the success of the Chamber this year. Our October Flea Market was a great success in terms of both attendance and finances. The December Christmas parade was enjoyed by a very wide audience. Staff at the Chamber continues to do an excellent job of planning wonderful events that support our businesses as well as help our community to memorable experiences.

Assessor Jeffrey Prang Increases Efficiency by Further Eliminating Assessments on Businesses and Taxpayers
LOS ANGELES, CA - Today, the Los Angeles County Board of Supervisors unanimously approved Assessor Jeffrey Prang's initiative to raise the minimum threshold for possessory interest assessments from $2,000 to $10,000. This was a major initiative undertaken by Assessor Prang in order to reduce government bureaucracy and eliminate the property tax burden for small business owners and other taxpayers.
When a person or entity leases, rents, or uses real estate owned by a government agency for its exclusive use, a taxable possessory interest occurs. The Office of the Assessor was previously required to assess the value of possessory interest worth more than $2,000. Raising the minimum limit would completely eliminate more than 2,100 property tax bills for some small business owners and taxpayers.
"Today's vote will allow my staff to refocus our efforts on larger assessments while dispensing with a requirement that costs the County money and creates challenges for business owners and taxpayers," said Assessor Jeffrey Prang. Thank you to the Board of Supervisors for this important step forward."
This is the second initiative to improve government inefficiency and is a component of the Los Angeles County Board of Supervisors' Small Business Initiative, a five-year effort to help small businesses in unincorporated Los Angeles County transition to paying the County's new minimum wage.

Reminder: Employers Required to E-File Paperwork with Employment Development Department
With the compliance date rapidly approaching, the California Chamber of Commerce is reminding employers that
beginning January 1, 2017, employers with 10 or more employees will be required to electronically submit employment tax returns, wage reports, and payroll tax deposits to the Employment Development Department (EDD).
This requirement will expand to all employers beginning January 1, 2018.
Unemployment Insurance and Electronic Reporting
AB 1245 (Cooley; D-Rancho Cordova, Statutes of 2015) requires electronic reporting for unemployment insurance reports submitted to the EDD. It also requires employers to remit contributions for unemployment insurance taxes by electronic funds transfer.
Any employer required under existing law to electronically submit wage reports and/or electronic funds transfer to the EDD will remain subject to those requirements. For more information, visit

The EDD encourages employers to enroll now in
e-Services for Business so they can start reporting online before this mandate begins.

e-Services for Business to comply with the e-file and e-pay mandate. e-Services for Business is a fast, easy, and secure way to manage your employer payroll tax accounts online. With e-Services for Business, you can:
- Register for an employer payroll tax account number.
- File returns and reports.
- Make payroll tax deposits and pay other liabilities.
- View and update account information.
- And more!
Waiver
This mandate contains a waiver provision for employers who are unable to electronically submit employment tax returns, wage reports, and payroll tax deposits.
The EDD began accepting waiver requests from employers in July 2016. To request a waiver, employers must complete and submit the
E-file and E-pay Mandate Waiver Request (DE 1245W)
.

Penalties will be incurred for noncompliance with this mandate.
