A Message from the 
Chairman of the Board

  
Election season is in full swing, and there are several candidates and propositions for voters to consider this November. While the Lancaster Chamber of Commerce does not endorse candidates, our organization does evaluate legislation at the federal, state, regional, and local level that may affect the local business community. Thanks to the hard work of our legislative committee, led by Liz Seelman and Chuck Hoey, the Executive Board has taken a position on several propositions being considered in the upcoming election. The quick breakdown can be found in our legislative write up below, with a more detailed summary available on the Lancaster Chamber of Commerce website. We encourage members to share this information with their friends and neighbors in order to continue to protect the best interests of our community.

As part of this month's Chamber member highlight, I'd like to recognize Johnny Zamrzla. Johnny owns Western Pacific Roofing but is probably best known for his work as President of the California Circuit Finals Rodeo and Chairman of Showdown Rodeo Inc. Through his dedication and commitment, Johnny has brought two great annual events to our community - the 4th of July Professional Bull Riders (PBR) and the PRCA RAM California Circuit Finals Rodeo. Both of these events provide fun and excitement for locals, while helping to generate tourism dollars which support our local business community.

Although Johnny has a hardworking committee that helps put on these events, including our own Executive Board member Katie Nelson, there is no doubt that these events would not be in Lancaster without Johnny's vision and leadership. So if you're looking for something to do this weekend, head out to the PRCA Ram California Circuit Finals Rodeo at the AV Fairgrounds - better yet, stop by on Sunday and you can support the Chamber's Flea Market and then stick around for the rodeo.

Lancaster Chamber's Overview of November Ballot Measures

The Lancaster Chamber of Commerce Board of Directors has taken the following positions on upcoming Propositions for the November 6th election. The Chamber encourages employers to share this information with their employees. Businesses are within their rights to do so-just remember: NO PAYCHECK STUFFERS, no coercion, no rewarding or punishing employees (or threatening to do so) for their political activities or beliefs.

California's Independent Contractors - (April 30, 2018) new judicial ruling changed how to determine whi is an IC. The California Supreme Court issued a decision that could make it substantially more difficult for businesses in California to show that their workers are independent contractors rather than employees.  The court adopted a new version of the so-called "ABC" test for purposes of claims brought under California's Industrial Welfare Commission (IWC) Wage Orders. Under that test, a worker is an independent contractor rather than an employee only if he or she meets the following three factors:

1.  The worker is free from the control and direction of the hirer in connection with the performance of the work, both under the contract for the performance of the work; and
2.  The worker performs work that is outside the usual course of the hiring entity's business; and
3.  The worker is customarily engaged in an  ature as that involved in the work performed.

The Chambers Legislative committee is working with our elected officials to revise the current legislation.
