First, your mechanic(s) needs to be qualified. Although Michigan requires some mechanics to be state certified,this does not mean they are automatically qualified to perform a periodic inspection.
MTA’s exclusive two-day Periodic Inspection Training (PIT) webinar meets the FMCSR Part §396.19 requirement that "individuals are qualified to perform commercial motor vehicle periodic (annual) inspections if they successfully complete a state-sponsored training program."
