Article from the Pennsylvania Economic Development Association regarding the PA 2024-2025 fiscal year budget approval:
Governor Josh Shapiro signed a $47.6 billion budget package into law Thursday night, ending an 11-day delay from the deadline in the State’s Constitution. The package is a 6% increase from last year’s budget but $700 million less than Shapiro’s initial proposal in February. The package includes several of key initiatives, including a $1 billion increase in K-12 funding, gap funding for mass transit, infrastructure funding, a cap on the net operating loss tax, and funding for site development to attract and retain employers. The budget will pull $3 billion of surplus, leaving approximately $10.5 billion in the State’s reserves.

Fiscal Code Creates Grant Programs
Adopted as part of the budget process, Act 54 of 2024 implements the 2024-2025 commonwealth budget and created or extended several grant programs, including the following:
Pennsylvania Strategic Investments to Enhance Sites (PA Sites) program will provide grants and loans to develop and redevelop sites for businesses and mixed-use development, including water, sewer, transportation, energy, and information infrastructure, and authorizes the issuance of up to $500 million in bonds to fund the program.
- Municipalities and municipal authorities are eligible applicants.
- The Commonwealth Financing Authority is authorized to use $50 million of these funds to provide grants through the Multimodal Transportation Funding Program and $50 million to provide grants through the PA Small Water and Sewer Program.
Mixed-Use Revitalization Program is created through the Commonwealth Financing Authority and allocates $10 million for loans and grants for projects to redevelop large distressed, unoccupied, and blighted properties, including existing and former malls, to increase mixed-use development with affordable housing opportunities.

Keller Engineers’ Water/Wastewater Division welcomes a new summer intern, Sasha Neyman! Sasha is majoring in Engineering at the University of Arizona. As an active student, she is a Resident Assistant and member of Eco Reps, an organization that promotes eco-friendly events and practices on-campus. Prior to interning with Keller, Sasha interned with Sheetz, where she worked with industrial engineers to optimize and streamline processes.

This national program features an intensive five-month program with guided instruction and mentorship for engineers seeking to expand their leadership skills. It is designed to develop the next generation of engineers where the public can be confident that engineering decisions affecting their lives are made by qualified and ethically accountable professionals. Jared is one of only thirteen Professional Engineers accepted into the 2024 program.
