Electronic Proof of Residency Continues Until July 15
As part of a continued focus on maintaining fiscal accountability, ensuring our tax dollars are spent on Platte County R-3 students, the District requires proof of residency for all returning students annually. Please see attached instructions and webpage. If you have multiple students in the District, only one proof of residency is required.

Please choose the school of ONE of your students and send your proof of residency documentation to ONE of the following email addresses (returning students only).

After completing the process, a hard copy or emailed receipt will be provided to the parent. Parents can show this confirmation to obtain a student's final schedule or class teacher. If you have any questions, please contact the District Education Center at 816-858-5420.
BOARD MEETING HIGHLIGHTS
Pirate Pride: Alopecia Presenters and Baseball State Champs
For the Pirate Pride portion of the June meeting, the Board recognized two groups:
  • Declan Taylor from Compass Elementary, and Caleb Harper from PCHS, who, along with their parents and school staff members, collaborated to educate students at Compass Elementary on alopecia, a condition that both Declan and Caleb experience.
  • Athletes and Coaches from the State Champion PCHS Baseball team who concluded their season with a 6-1 win over the Festus Tigers in the Class 5 state championship game on Saturday, June 4, securing their second state title in program history.
SCHIVIR Me Timbers Staff Recognition
Each month, PCR-3 recognizes staff members who are living our vision, mission, and values, by presenting the "SCHIVIR Me Timbers" award. SCHIVIR is an acronym for our values: Student Focus, Collaboration, High Expectations, Integrity, Visionary Leadership, Innovation, and Results Orientation.

At the June board meeting, Dr. Mike Reik was recognized for his visionary leadership in leading the District through many challenges and to great successes as superintendent for 13 years, and serving 21 total years in the Platte County School District.
2021 Bond Program Update
Each month, project managers for our 2021 Bond Program projects, provide an update on construction projects taking place throughout the District. At the June meeting, Matt St. Louis with Newkirk Novak Construction Partners, reviewed construction progress on the PCHS Rebuild Phase One project, and Darren Lee with McCown Gordon, reviewed construction progress on Platte Purchase Middle School project.
At the Platte County High School Phase One Project, the interior building finishes are well underway in the classroom wing, while mechanical trades finish overhead rough in the athletics wing. The remaining windows and siding will be installed over the next month. Over the summer, Thomas Drive from Siegrist Elementary through to PCHS’s Paxton Center will be closed for parking, site, and parent and bus circulation traffic improvements. The PCHS Phase One project is on schedule to finish in early December 2022.
At the Platte Purchase Middle School Project, construction is well underway. The footings for the entire building are nearly completed and masonry is following closely behind with nearly a third of the CMU block installed. Under slab plumbing and electrical work has begun in the administration and classroom areas, and the North parking lot is almost ready for the rock base to be installed, followed by asphalt placement. The remainder of the football field is being graded and should soon be complete. Power and fiber loop is currently being installed as is the remaining site storm drainage.
Board Approves 2022-23 Salaries and Benefits
At the June meeting, the Board approved salary increases in various staff categories as part of the District's strategic goal to attract, retain, and develop a high quality staff. Team Platte County (consisting of a representative team of teachers from across the District), as well as classified (support) staff representatives, recommended a "Step Replacement Strategy" for all salary schedules and increased all salaries by 6%. This strategy places the dollar equivalent of a step movement, plus additional dollars into the base salary amount which maximizes the ability for every position within the schedule to become more competitive. This strategy is not to be confused with a schedule freeze, as all employees will receive a raise. In addition to base salary increases, several classified range changes (3% increases) were recommended: building, department, and executive level administrative assistants; lunch monitors; nurses; safety monitors; custodians; and lead mechanic. Paraprofessionals were divided into two separate ranges, Paraprofessional I (general) and Paraprofessional II (intensive behavior/personal care). The Paraprofessional I will receive one range change; Paraprofessional II will receive two range changes.

The recommendation ensures all available dollars are distributed based on the District's ranking and market comparisons, as well as retention patterns of every job classification. Utilizing the Step Replacement Strategy will make all salary schedules and positions more competitive, thus increasing the District's ability to attract high quality staff.
Attendance Area Boundaries Approved Starting 2023-24; Select Grandfathering Options Available
The Board of Education approved the recommended attendance boundary which would take effect in the 2023-24 school year as presented by the Attendance Area Boundary Committee. This boundary adjustment was completed to develop attendance areas for our four elementaries (Barry, Compass, Pathfinder, and Siegrist) and two middle schools (Platte City Middle School and Platte Purchase Middle School) for the start of the 2023-24 school year.

The proposed concept was developed considering the following criteria: balancing projected enrollment/building utilization, maintaining our feeder system, considering demographics, limiting number of future boundary changes, providing room for growth within boundaries, and keeping neighborhoods intact. See attached presentation which outlines the boundary adjustment process.

Compass Elementary students impacted by the boundary change (Running Horse and Fox Creek subdivisions) have grandfathering options available. The District will be contacting these families to present these options and gather their desires.
Meal Price Increases for 2022-23
Each year the District analyzes its school meal program in a variety of areas, including the financial impact on our operating budget. It is PCR-3's intent to operate the school meal program on a "break-even basis"; the district views the school meal program as a self-sustaining service and not a source of revenue. The recommended price changes were based on paid lunch equity formulas from the USDA, historical PCR-3 meal prices, meal price comparisons of surrounding school districts, and supply chain and food service operating cost increases.

At the June meeting, the Board of Education approved a $0.10 increase to milk prices along with breakfast and lunch meal prices, effective Fall 2022.
  • Breakfast (K-12): $1.85 (currently $1.75)
  • Lunch (K-5): $2.60 (currently $2.50)
  • Lunch (6-12): $2.70 (currently $2.60)
  • Breakfast (Adult): $1.95 (currently $1.85)
  • Lunch (Adult): $3.60 (currently $3.50)
  • Extra Milk: $0.55 (currently $0.45)
2022-23 Tentative Budget Approved
The Board of Education approved the 2022-23 tentative budget as submitted. The budget is a fluid document published by the District to provide the Board and the community with insight into the budget process from the early stages of development to eventual approval.

The 2022-23 budget is a balanced budget using conservative revenue projections. Our focus is on continuing a high level of learning progress for our students while being fiscally responsible. The budget was developed with the best information available at the time of development, and will be completed when the tax rate is set in September.
Business Services Key Process Update
Angie Hughes, CPA, Executive Director of Business Services, submitted to the Board a Key Process Update of the District's Business Services Department.

As part of the District's efforts to proactively and responsibly manage District finances to support student success, Mrs. Hughes highlighted the following opportunities for improvement:
  • Maintain a systematic, strategic and integrated budget process for continuous improvement of our financial condition
  • Access to resources to ensure success for all learners, meaningful experiences, and a safe and caring environment
  • Collaboration and proactive growth management
  • Systematic process for training and educating stakeholders
