Like many of you, DART looks at our finances at the start of a new year and plans projects for the year ahead. The good news is that we have things figured out – not just for next year but for the next 20!


DART embraces our responsibility to be a good steward of public funds. We are focused on our financial future, which is why DART’s Point B Strategic Plan, Transit System Plan, and 20-Year Financial Plan guide our investments to improve the DART transit system and services for our communities.


Each year, DART’s Board members receive projections of how much we expect to receive and spend over the next two decades. Those spending expectations reflect the initiatives detailed in the Point B Strategic Plan and include major initiatives, like the DART Transform System Modernization Program. The bottom line? We plan and budget well within our means – and we have a long history of doing so.


All our budgets and plans are accessible to the public online, and I thought it would also be helpful to give you a high-level overview in this month’s newsletter.


Sales tax is our largest source of funds at 74%, so our funding projections rely on well-informed estimates that are validated by economists who are experts in the field. As many of you know, in 1983, voters approved a 1% sales and use tax to build, operate, and maintain the DART System. The State of Texas collects sales tax generated in DART’s service area and distributes DART’s portion directly to the agency.


You may be surprised to learn that DART does not receive money from the State of Texas or the Texas Department of Transportation except on rare occasions for special capital projects. We do receive federal funding, which provides an additional 7.3% of our revenue. Most of our federal funding comes from formula funds dedicated to preventive maintenance, security, and safety initiatives. Because discretionary grants are competitive and limited, our plans only include discretionary funds already awarded to us.


These funds will support more than 65 million trips this year across all DART transportation modes – bus, light rail, TRE, paratransit, and GoLink. We are also working to complete the construction of the Silver Line and hundreds of capital projects necessary to keep our system safe, clean, and reliable. Finally, we dedicate about 25% of our sales tax revenues ($222 million) to paying back the debt that helped us build our sophisticated, modern transportation network.

Finally, the end of January also marks the start of the Lunar New Year, which is significant for me. This is the Year of the Wood Snake, representing wisdom, creativity, and personal growth. Celebrating a Year of Progress

As we begin a new calendar year, I want to celebrate what our staff has accomplished this past year and offer a glimpse into what is ahead.


We ended FY 2024 with ridership at nearly 56 million trips, which is about 80% of FY 2019, our last full pre-pandemic year.

The results of DART's 2024 Customer Satisfaction Survey showed that, over the past two years, the overall satisfaction, the likelihood to continue riding, and the likelihood to recommend riding DART to friends and family have all improved noticeably.


In June, the DART Board of Directors adopted the agency’s 10-year strategic plan, Point B: A New Vision for Mobility in North Texas. The Silver Line Regional Rail team began testing the new rail vehicles and communications signals along completed track segments in Richardson and Plano, and broke ground on a new equipment maintenance facility in Plano.

DART Orders 476 New CNG Buses to Upgrade Fleet

In December, the DART Board of Directors approved the $373 million purchase of 476 new heavy duty compressed natural gas (CNG) buses with the option to purchase 46 more. The buses will be manufactured by Gillig, and the initial purchase directly replaces the buses needed to maintain current service, exclusive of express routes.


The agency is purchasing the buses through an innovative Cooperative Purchasing Agreement between DART and the State of Washington’s Department of Enterprise Services (DES). Purchasing 476 buses in one large order will save the agency $10 million-$15 million and ensures our spot in Gillig’s production schedule over the next few years.

Agency Implements New Fares in 2025

Riders and employer pass program participants will see changes to the DART Fare Structure starting in early 2025. The DART Board of Directors approved the changes this past October – the first fare update since 2018.

Fare revenue is an important source of income for DART that the agency uses to operate, maintain, and improve our services. While DART fare revenue is recovering from the pandemic, it is still low compared to our pre-pandemic estimates and these upcoming changes will help to grow this number.


U.S. military veterans will now be eligible to receive half-price fares. The new fare structure also makes the Discount GoPass Tap Card program permanent and includes a monthly payment option for the Employer Annual Pass program.

DART Board Director Spotlight – Enrique MacGregor

Enrique A. MacGregor was appointed to the DART Board of Directors in 2023 by the city councils of Cockrell Hill and Dallas to represent both cities as a joint seat. 


In addition to his contributions to DART, Enrique is also a member of the Board of Directors for the Dallas Zoo, a former member of the Dallas 2024 Bond Package Critical Facilities Committee, and a member of the City of Dallas Zoning Ordinance Advisory Committee.
