League of Women Voters of Chicago: Zooming with Aldermen

The League of Women Voters of Chicago is a nonpartisan political organization that encourages the informed and active participation of citizens in government. Alderman Reilly was recently interviewed in participation in their series, Zooming with the Aldermen.

42nd Ward Development Update - New Proposal at 151-181 North Michigan Avenue

Pristine LLC proposes to construct a new 3-story, 15,000 square foot addition to Millennium Park Plaza at the corner of N. Michigan Avenue and E. Randolph St where the former La Strada restaurant stood. As proposed, the new addition contains approximately 5,300 sf of retail tenant space at the ground floor.  The second and third levels allow for a restaurant or commercial tenant, with its main entrance on N. Beaubien Ct.  The existing two levels of basement parking below this addition will remain.

The second level connects through to the existing tower (and the space’s future entry), which will require the renovation of 5,500 sf in the existing tower. The proposed third level also includes 1,000 sf of outdoor terrace along its west/Michigan Avenue side.  The uppermost roof above the third floor is planned to support a future occupied roof deck which would serve as an amenity deck to the existing residential units in the tower.

The proposed ground floor retail/commercial space entrances are located along N. Michigan Avenue.  There will be no entries along E. Randolph St. The second and third level of restaurant/commercial space will have its entrance along N. Beaubien St. in order to have the least impact on traffic. The first two floors of the existing tower were renovated in 2014.  The new addition is an extension of the architectural language of that renovation, completing the base of the building and re-animating this vibrant corner of Michigan Avenue. The project development team will be required to rezone the property from Residential Business Planned Development No. 186., as amended, to the Downtown Mixed-Use (DX) -16, which will require review by the City’s Committee on Zoning, Landmarks and Building Standards.  The Zoning Committee will review and vote on this item at a virtual meeting on Tuesday, June 21, at 10:00 AM. Thereafter, the project development team will seek an administrative adjustment, to be reviewed by the Department of Planning and Development, in order to permit the proposed addition.

Daley Plaza Farmers Market

The Department of Cultural Affairs and Special Events (DCASE) manages Chicago City Markets and is excited to bring back the Daley Plaza Farmers Market located at 50 West Washington Street.

Vote-by-Mail Ballots and Deadline

The Chicago Board of Elections began mailing Vote-by-Mail ballots in late May 2022. All Vote-by-Mail ballots will come with return envelopes with pre-paid postage.


Voters can join a permanent Vote-by-Mail list and have their ballots sent directly to them ahead of each election. Click here to apply to Vote-by-Mail.  


The deadline to apply to Vote-by-Mail is Thursday, June 23, at 5pm.

18th District CAPS Meetings

An extremely important way to resolve ongoing neighborhood safety issues is to report these issues at your monthly CAPS meetings. CAPS meetings offer city residents an opportunity to address crime and safety issues directly with the beat cops who patrol their neighborhood, as well as to provide ongoing feedback, which helps the police to monitor crime issues.


The 18th Police District have began holding their CAPS meetings in-person. Please see the flyer for dates/times and locations of upcoming 18th District CAPS meetings. 

SOAR Farmers Market: June 7

Beginning June 7, the Streeterville Organization of Active Residents (SOAR) will host its annual Farmers Market at the Museum of Contemporary Art located at 220 E. Chicago Avenue. SOAR's Farmers Market is open every Tuesday from 7am-2pm.

Overnight Closure: Lake Shore Drive Bridge

CDOT has identified Lake Shore Drive Bridge adjustments that need to be made. This project will occur during the overnight hours to accommodate weekly boat runs during the day. This work will occur on Mondays and Thursdays beginning June 9. The project is expected to be completed in mid-July. 


Upper Lake Shore Drive will be closed from Illinois Street to Monroe Street and Lower Lake Shore Drive will be closed from Grand Ave. to Lower Wacker Drive. 


Detour Route:


Southbound traffic will be directed off onto westbound Grand Ave., to southbound Columbus Ave., to eastbound Monroe St. and back to LSD. Northbound traffic will be directed off at westbound Monroe St., to northbound Columbus Ave., to eastbound Illinois St. and back to LSD. 

Ward Re-Map Update

This week, the City Council approved an ordinance authorizing a redistricting map for the City’s 50 wards. Based on 2020 Census Data, the 42nd Ward enjoyed dramatic growth in population - adding more than 30,000 more people. That population increase accounted for 58% of the City of Chicago’s entire population growth over the past decade. As a result, Alderman Reilly was required, by law, to reduce the population of the ward by nearly 30,000 people.


Alderman Reilly would prefer to continue representing all of the neighborhoods currently in the 42nd Ward - but given the need to reduce population - that simply could not happen.

Early Voting Begins Soon

Early voting for the June 28th primaries began May 31st at the Loop supersite, 191 N Clark. Any Chicago resident can vote at the supersite. The site will be open through Election Day for the following hours:


  • Weekdays: 9:00 a.m. - 6:00 p.m.
  • Saturday: 9:00 a.m. - 5:00 p.m.
  • Sunday: 10:00 a.m. - 4:00 p.m.
  • Election Day (June 28): 6:00 a.m. - 7:00 p.m.


There will be extended weekday hours, 9:00 a.m. - 7:00 p.m., from June 20 to June 24.

Dearborn Street Bridge Project

CDOT has scheduled emergency work on the Dearborn Bridge to begin June 13 (weather dependent). They will be conducting the following work:


  • Replacing both sidewalks
  • Replacing all of the bridge grating
  • Replacing the beam structures 


The project is expected to be completed in December 2022 (weather dependent). 


The bridge will be reduced to one lane of traffic/sidewalk at a time. Bike traffic will be detoured to Clark Street.

One Summer Chicago

There is still time for young people to apply for One Summer Chicago (OSC), providing over 19,000 opportunities that help young people earn, learn, and grow. Chicago youth between the ages of 14-24 have until Friday, June 10 to apply. Young people 16-24 will be able to earn $15 an hour while working with public, private, and nonprofit partners like the Chicago Park District, the Lincoln Park Zoo, and Lurie’s Children’s Hospital.


Youth between 14 and 15 who are not quite old enough to work can apply for our Chicagobility programming through that very same portal. This program helps young people explore career pathways through project-based learning and field trips – all while earning weekly stipends that total $450 for the summer.

 

And for 16–24-year-olds interested in finding service-based opportunities, the Chicago Youth Service Corps returns with paid civic-leadership programming that allows young people to develop solutions to systemic issues in their communities. This year, the CYSC is expanding to year-round programming.


Election Judges Needed!
Alderman Reilly is looking for qualified applicants to serve as Election Judges in the 42nd Ward for the upcoming June 28, 2022 Gubernatorial Primary Election, and the subsequent November 8, 2022 Gubernatorial General Election.

Election Judges are assigned to local polling places in the 42nd Ward and are responsible for ensuring polling places open and close on time, and that voting operations run smoothly.

Election judges earn $230 for their services, provided they complete a brief training session prior to Election Day.

City of Chicago Camera Registration
The City of Chicago has launched a free and voluntary camera registration program open to anyone who lives or operates a business in Chicago. If you have a private security camera that captures the public way and you are interested in assisting in an investigation in the event of a crime in your neighborhood, you can register your camera with the Chicago Police Department.

By registering your camera, you are simply allowing the Chicago Police Department to contact you in the event of a crime in your area. The Chicago Police Department will not have direct access to your camera system and cannot access camera footage without your consent. There is no requirement to provide footage at any time. City Clerk Senior Hours
The Office of the City Clerk is bringing back senior hours beginning Tuesday, May 3, 2022 and offering them every Tuesday through July 26, 2022. 

Senior hours are 8AM-9AM for individuals 65+ at the Archer and Gale satellite office locations. Please see the flyer below for more information.
42nd Ward Street Closures and Construction Notices

Crane Lift: 7 W. Madison


Stevenson Crane will be conducting a crane lift at 7 W Madison on Friday, June 3 and Saturday, June 4 from 8am-8pm. The crane will remain on-site when work isn't occurring. Madison, from State to Dearborn will be closed during the lift.


They will have barricades, traffic control, and detour signs in-place throughout the lift.


Crane Lift: 1028 North Rush Street


Imperial Crane was hired to lift HVAC equipment onto the roof of Gibsons at 1028 N Rush on Monday, June 6 from 9am-1pm.


During the lift, Bellevue, from State to Rush will be closed. They will have barricades and flaggers in-place.


Crane Lift: 81 East Van Buren


On Wednesday, June 8, from 8am-5pm, there will be a crane lift at 81 East Van Buren. During the lift, the following will be closed:


  • Sidewalk on the south side of Van Buren, from Michigan to a point 100' west thereof
  • Curb/traffic lane on the south side of Van Buren, from Michigan to a point 100' west thereof


One lane of westbound traffic will be open throughout the lift. There will be barricades and flaggers in-place. 


J.P. Morgan Corporate Challenge


The annual J.P. Morgan Corporate Challenge is scheduled for Thursday, June 9 at 6:50pm in Grant Park. This event is a 3.5 mile road race that steps off at Columbus & Balbo.

Crane Lift: 633 N. Michigan Avenue


Gatwood Crane was hired to remove mechanical units from 633 N. Michigan Avenue's rooftop on Saturday, June 11 from 8pm to 11:59pm. During the lift, the following will be closed:


  • Sidewalk on east side of Michigan, from Ontario to a point 100' north thereof
  • Curb lane on the east side of Michigan, from Ontario to a point 100' north thereof


They will have barricades, detour signs, and flaggers in-place. 


Chase Tower Clark Street Tunnel Project


In mid-July, Berglund Construction will begin repairs on the Chase Tower Clark Street tunnel at 23 S. Clark Street. The project scope consists of repairing Chase’s below-grade tunnel structures that cross below Clark Street at 23 S. Clark St, and will require excavation of Clark Street in that area to access the tunnel structures to perform repairs.


There will be one lane of southbound traffic open at all times. Berglund will have flaggers and barricades in-place throughout the project. 


The project will last 26 months. Berglund would like to begin mid-June. Works hours will be Monday-Friday, from 8am-5pm.


Helicopter Lift : 111 N Canal


Midwest Helicopter is conducting a helicopter lift at 111 N Canal on Saturday, June 4, from 9am-11am.


During the lift, Washington, from Canal to Wacker will be closed to vehicular and pedestrian traffic. 


There will be police officers and barricades in-place at all times.


Crane Lift: 350 N. LaSalle Street


Stevenson Crane was hired to lift cell equipment onto the roof of 350 N LaSalle Street on Monday, June 27 and Tuesday, June 28 (8am-4pm). The crane will be removed each day. 


During the lift, the following will be closed:


  • Sidewalk on the south side of Kinzie, from LaSalle to a point 150' west thereof
  • Curb lane on the south side of Kinzie, form LaSalle to a point 150' west thereof
  • Two traffic lanes on Kinzie, from LaSalle to a point 150' wes there of
  • Bike lane on the south side of Kinzie, from LaSalle to a point 150' west thereof


One lane of traffic will be open at all times. There will be flaggers at LaSalle/Kinzie and on Kinzie west of the lift to assist with two-way traffic and bikers


Cassidy Tire Demolition


On Monday, May 9, McHugh Construction began demolition of Cassidy Tire located at 344/350 N. Canal Street. McHugh's contractor (Atlas) will demo the building from the back (south side) to the front (north side). The demolition is expected to last 2 months. 


Immediately after the demolition is completed, construction of the 33-story mixed-use building will begin. During demolition and throughout construction, McHugh Constriction will occupy the curb lane on the west side of Canal along 344/350 N. Canal Street's property line. The construction company has leased the area north of the building from the railroad to use as a staging area. Additionally, they will use the parking lot south of the building as a staging area too.

All work is expected to take 24 months to complete (weather dependent).


311 W Huron Project


At the beginning of June 2022, ARCO Murray will begin construction of a new building at 311 W. Huron Street. Work hours will be Monday-Friday, from 9am-5pm (8pm during caisson pours).


Throughout the project, the following City right-of-way will be occupied:


  • Sidewalk/curb lane on the south side of Huron, from Franklin west to the end of 311 W Huron's property line - approximately 150'. The sidewalk will be used to store their concrete pump, dumpster, and hoist dock. Trucks will back into the site at this location too. Jersey barriers will be placed in the curb lane to create a protected pedestrian path.
  • 3' of the sidewalk on the west side of Franklin, from Huron to the first alley south thereof. This leaves 6' of clearance. They will need to push the fence out a few feet during excavation.
  • 150' of the east/west alley bounded by Huron, Franklin, Erie, and Orleans will be closed. The closure is from Franklin to a point 150' west thereof. 


The project is expected to be completed in September 2023 (weather dependent). 


Crane Lift: 320 E Superior


Northwestern University will be conducting crane lifts at 320 E Superior on the following dates:


  • Friday, June 10 to Saturday, July 23
  • Monday, August 22 to Tuesday, September 27 


During the crane lifts, vehicular traffic on Superior, from Fairbanks to 340 East Superior will be prohibited. Additionally, the sidewalk on the north side of Superior, from Fairbanks to 340 East Superior will be closed. 


Adams Street Bridge


IDOT continues their work on the Adams Street Bridge over I90/94. On Sunday, May 1, IDOT began installed support beams for the Bridge during the overnight hours. This work will continue for 2 more weeks. 


Randolph Street Viaduct Repair


CDOT began viaduct repairs on Randolph, from Columbus to Field on Monday, May 9. Work hours are Monday-Friday, from 8am-5pm. 


Throughout the project, at least one lane of eastbound traffic will be open. Westbound lanes will not be disrupted. 


The project is expedited to be completed mid-July (weather dependent). 


Peoples Gas Main Installation Project: Bellevue, from Lake Shore Drive to Rush


Beginning at the end of May 2022, Peoples Gas will install a 900' gas main on the south side of Bellevue Place, from Inner Lake Shore Drive to Rush Street.


The main will be installed in sections of 150'. Once the gas main is installed, service lines will be connected from the new main to each building on the north side of the street.


This will require trenching from the south to north side of the street. All work is expected to be completed by late July (weather dependent). Curb-to-curb restoration will occur in August. 


Peoples Gas Rush & Bellevue


On Monday, May 16, Peoples Gas will begin installing a new gas main at Rush and Bellevue. Parking will be prohibited on the north side of Bellevue, from Rush to the first alley east thereof during the work. 


This project will last 3 weeks. 


Ida B. Wells Repaving Project


Resurfacing of Ida B. Wells, from Congress Parkway to Columbus began on Monday, May 2. The work will include ADA sidewalk improvements, curb and gutter removal and replacement, milling and paving the existing asphalt pavement and striping.


All work is expected to be completed by May 31.


Filmings


Commercial Filming


On Wednesday, June 8 and Thursday, June 9, a commercial will be filmed inside 200 West Grand. During the filming, parking will be prohibited at the following locations:


  • North side of W Grand Ave from 214 to 222 W Grand Ave
  • East side of N Wells St from 531 to 549 N Wells St

Chicago Athletic Association Filming


On Monday, June 6 there will be a filming inside the Chicago Athletic Association located at 12 S. Michigan. During the filming, parking will be prohibited at the following locations:


  • South side of E Madison St from 77 E Madison St to 79 E Madison St
  • East side of S Wabash Ave from 15 S Wabash Ave to 33 S Wabash Ave

There will be an architecture photo shot at 445 N Franklin on Thursday, June 2, from 11:30am to 9:00pm. During the photo shoot, parking will be prohibited at the following locations:

  • South side of Illinois, from Franklin to 209 W Illinois 


Twitch Films


Northwestern Hospital will be filming a commercial at their Streeterville campus on Saturday, June 4, from 4am-11pm. During the filming, parking will be prohibited at the following locations:


  • South side of Superior, from Fairbanks to LSD
  • North side of Superior, from Fairbanks to LSD
  • North side of Erie, from Fairbanks to McClurg

Millennium Park Music Festivals 


The Department of Cultural Affairs and Special Events (DCASE) announced the return of the following free summer music festivals in Millennium Park:


  • Chicago Gospel Music Festival (June 4 from 3–9pm)
  • Chicago Blues Festival (June 9 – 12
  • Millennium Park Summer Music Series (June 20 – August 18)
  • Chicago Jazz Festival (citywide and in Millennium Park including Jay Pritzker Pavilion): Thursday – Sunday, September 1–4
  • Chicago House Music Festival and Conference (Jay Pritzker Pavilion in Millennium Park): Friday, September 16 T
  • World Music Festival Chicago (citywide): Friday, September 30 – Sunday, October 2


Crane Lift: 7 West Monroe Street


On Friday, June 3 and Saturday, June 4 from 8am-8pm there will be a crane lift at 7 West Monroe Street. Throughout the lift, Monroe, from State to Dearborn will be closed to vehicular traffic. The crane will remain on-site during the overnight hours.


There will be barricades, detour signs, and traffic control on-site throughout the lift.


Gas Main Replacement - Michigan, Chestnut to Cedar


Peoples Gas continues it's gas main replacement on Oak Street/Walton Street, between Michigan Avenue and Rush Street. Work hours may vary throughout the project, but are currently anticipated to be 9 a.m. to 4 p.m. Monday through Friday and from 8 a.m. to 8 p.m. on Saturdays and Sundays.


All openings will be covered and secured during non-work hours. This portion of the gas main replacement is expected to be completed at the beginning of July.


Gas Main Replacement - Michigan, Monroe to Lake


On Monday, February 7, Peoples Gas began a gas main replacement on the west side of Michigan Avenue, from Monroe to Lake. Work hours will be 9am-4pm.


This project is expected to be completed in August 2022 (weather dependent).


214 West Erie Street Renovations


On Monday, December 13, Crane Construction began renovations of 214 West Erie Street. During construction, the following will be closed:


  • Sidewalk/curb lane in front of 214 West Erie Street. The curb lane will be used as a pedestrian walkway. Crane Construction will place jersey barriers and ramps in the curb lane to protect pedestrians and provide wheelchair access. 
  • Close 100' of the north/south alley adjacent to 214 W Erie Street. This is a T alley and residents of 222 W Erie will still be able to access their parking garage from the alley entrance on Franklin and Huron.


This project is expected to be completed summer of 2022 (weather dependent).


LG Construction: 751 N. Hudson and 451 W Chicago 


LG Construction has recently broke ground at 751 N. Hudson Avenue and 451 W. Chicago Avenue, which are adjacent parcels. Work hours will be 8am-5pm, Monday-Friday.

 

Throughout the project, the following will be closed:


  • Sidewalk/curb lane/traffic lane of the east side of Hudson, from Chicago to the first alley south thereof
  • Sidewalk/curb lane/traffic lane on the west side of Sedgwick, from Chicago to the first alley south thereof
  • Sidewalk/curb lane on the south side of Chicago, from Hudson to Sedgwick


There will be a protected pedestrian walkway in the curb lane on the south side of Chicago Avenue, from Hudson Avenue to Sedgwick Street.


This project is expected to take 18 months to complete (weather dependent). 


354 North Union Construction


The Onni Group is constructing a 33 story residential building with 373 units. Work hours will be 8am-8pm, daily. 


Parking will be prohibited on North Union, from West Kinzie to the cul-de-sac west thereof throughout the project. All construction equipment and vehicles will be staged on the Onni Group’s property. This project will take approximately two years to complete. 


430 N. Michigan Lobby Renovation

 

Starting in mid-September, GNP Realty Partners will be renovating the lobby at 430 N. Michigan Avenue. Throughout the project, there will be a 40’ urban canopy on the sidewalk in front of the building. In order to place the canopy on the sidewalk, the planter bed and City Information Panel (CIP) at this location will be temporarily removed. Both the planter bed and CIP will be reinstalled upon completion of the project. 

 

The project is expected to be completed in May 2022. 


South Water Street Viaduct Replacement


In March 2021, the Chicago Department of Transportation began demolition of the South Water Street Viaduct, between Lower Beaubien Court and Stetson Street. Work hours are 8am-8pm, daily. 


As of May 10, vehicular and pedestrian access will be prohibited on the Upper and Lower levels of South Water Street, between Lower Beaubien Court and North Stetson Street. There will be barricades and detour signs in-place throughout the duration of the project. 


This project is expected to be completed in July 2022 (weather dependent). 


Overnight Parking Ban Downtown


Until further notice, overnight parking will be restricted on the following streets during the weekend:  


  • Both sides of Oak, between Michigan and Clark 
  • South side of Oak, between LaSalle and Wells 
  • Both sides of Chicago, between Michigan and Wells 
  • Both sides of Ohio, between Michigan and Wells 
  • Both sides of Hubbard, between Michigan and Wells 
  • North side of Illinois, between Dearborn and Clark 
  • Both sides of Illinois, between Wabash and Dearborn 
  • Both sides of Rush, between Grand and Ohio 
  • Both sides of Rush, between Erie and Oak 
  • Both sides of Wabash, between the Chicago River and Grand 
  • Both sides of State, between Kinzie and Oak 
  • Both sides of Erie, from Rush to Wells 
  • Both sides of Huron from Rush to Dearborn
  • Both sides of New Street, from Illinois to North Water
  • Both sides of Columbus Drive, from Monroe to Balbo 
  • North side of Wacker Drive, from Wabash to Michigan
