Virtual Brain Injury Awareness Day

 

In recognition of Brain Injury Awareness Month, join the Brain Injury Alliance of New Jersey at 10:00, Wednesday, March 13, 2024 for our Virtual Brain Injury Awareness Day. The overall purpose of the event is to raise awareness of brain injury, the Brain Injury Alliance of New Jersey, and of a particular issue related to brain injury amongst elected officials and/or staff. This is also an opportunity for advocates to connect with elected officials. 

 

This year, the issue will be on the importance of concussion management teams in schools throughout the State of New Jersey. We will have the following concussion management professionals on-hand to discuss this topic and explore the possibility of public policy related to same:

  • Kaitlin Riegler, Ph.D., Neuropsychology Post-Doctoral Fellow at Princeton Neuropsychology and the Sports Concussion Center of New Jersey

Bill to Bolster Employment Opportunities for People with Disabilities Clears Assembly Committee


The Assembly Labor Committee today advanced legislation that would establish a new state program to connect individuals with disabilities with job training and employment resources. Bill A-2769, sponsored by Assembly Majority Leader Louis D. Greenwald, furthers legislative efforts to support New Jersey residents with disabilities who are looking for jobs.

 

"I'm proud that A-2769 would be the latest in a series of bills designed to close the employment gap for individuals with disabilities," said Majority Leader Greenwald. "We have people willing and eager to work, and we know companies are looking to hire. This legislation would enable people with disabilities to get the training they need to find the employment they want and will facilitate connections between job seekers and hiring managers."


Under the bill, the New Jersey Department of Labor and Workforce Development (NJDOLWD) would establish a program to connect people with disabilities with organizations that provide job training for the disabled communities and with employers that have employment need. The bill would require the department to create and maintain the program in collaboration with an eligible non-profit organization or for-profit entity that works with a non-profit. The organizations are required to have a minimum of five years of experience working with people with disabilities.


A-2769 would also require the NJDOLWD to develop an online resource hub to provide information, including offering lists of qualified organizations providing job training or employment opportunities. The hub would also detail state labor laws and guidelines on fair employment and enable employers to post job openings.


The NJDOLWD would create the program in consultation with the New Jersey Department of Human Services, which houses the New Jersey Division of Disability Services.

CALL TO ACTION!

Advocates Needed to Pass Reauthorization of the TBI Act!


This year, Congress will be considering legislation which would reauthorize the federal Traumatic Brain Injury Act. The bipartican bill, H.R. 7208, is sponsored by the two chairs of the Congressional Brain Injury Task Force; Congressman Bill Pascrell (pictured right) from New Jersey and Congressman Don Bacon from Nebraska. The Act provides much-needed funding to improve rehabilitation and community support for people with brain injury, but it is set to expire in 2024. 


The legislation will:

  • Increase the authorization level for the TBI State Partnership Program from $7.3 million to $19 million for fiscal years 2025 to 2029;
  • Federally designate brain injury as a chronic condition;
  • Prioritize clarifying service eligibility for the TBI Act to make distinctions between external force injuries and internal force injuries;
  • Continue to Authorize the CDC TBI Programs and National Concussion Surveillance System; and,
  • Include the Administration for Community Living Protection and Advocacy Program in any amended TBI Act.

  Senate Law and Public Safety Releases Bill to Improve Disaster and Emergency Response for People with Access and Functional Needs

 

The Senate Law and Public Safety Committee advanced legislation sponsored by Senators Linda Greenstein and Nellie Pou that would establish a permanent unit in the Office of Emergency Management to address the unique needs of residents with access and functional needs.

 

"During disasters and other emergencies, the government needs to be prepared to assist all of its residents, and that includes the needs of disabled residents, those who primarily speak languages other than English, and people with limited access to transportation," said Senator Greenstein, Chair of the Law and Public Safety Committee. "Nobody should be forgotten about during an emergency, and this bill will help ensure our state is as prepared as possible for the future."

 

The bill, S-991, would establish a unit meant to ensure that emergency response plans are tailored to the needs of residents with access and functional needs. Under the bill, the term "access and functional needs" would include a person with a disability, senior citizens, a person with limited English proficiency, a person with limited access to transportation, and a person with limited access to financial resources that would enable them to prepare and recover from the effects of a disaster or emergency.

 

"This legislation would help make us better prepared when hurricanes, extreme flooding, or other emergencies threaten our communities," said Senator Pou. "According to the Centers for Disease Control, roughly one in five New Jerseyans have a disability. The state needs to account for them in our emergency responses, and plan out ahead of time how to best keep them safe."

 

The unit established by the bill would consist of one full-time supervisor and a staff of three full-time planners to assist with the needs of the northern, central, and southern regions of the state in serving residents with access and functional needs.

Brain Injury Alliance of New Jersey Conducting Needs Assessment


The Brain Injury Alliance of New Jersey is conducting a statewide needs assessment on Traumatic Brain Injury and quality of life and access to services amongst survivors, caregivers, and service providers. This study is supported by the Administration for Community Living, Traumatic Brain Injury State Partnership Program Grant and approved by the Rowan University Institutional Review Board (Study # PRO-2022-310).


With this needs assessment, the aim is to better understand the current picture of TBI in the state and direct efforts to areas that are the most in need of attention. The first part of the study will consist of individual surveys conducted online, over the phone, and on paper. After this, there will be focus groups in South, Central, and North Jersey.

The hope is to get a well-represented screenshot of the gaps in TBI services in New Jersey. The direct link to the surveys is HERE.
