As the National Council of Legislators from Gaming States (NCLGS) celebrates its 30th anniversary, leaders from across the gaming landscape are recognizing the organization’s enduring influence as the nation’s only nonpartisan body of state lawmakers dedicated exclusively to gaming policy. Since its first meeting in 1996, NCLGS has served as a trusted forum for legislators, regulators, and industry stakeholders navigating the complexities of an ever‑evolving sector.
From its earliest meetings to its role today as a central platform for policy dialogue, NCLGS has remained committed to integrity, transparency, and responsible governance.
Reflections from long-time partners and leaders underscore the organization’s essential role in shaping national conversations around gaming.
A Legacy of Integrity and Collaboration
Helene Keeley, Director of the Delaware Lottery and a two‑time NCLGS President, offered a powerful tribute to the organization’s milestone.
“It’s an absolute pleasure to congratulate NCLGS on its 30th anniversary, three decades of leadership, collaboration, and service to the states,” Keeley said. “When I had the privilege of serving as President, not once but twice – and in other leadership roles within NCLGS – I saw firsthand how they bring together legislators and regulators from every corner of the country to share ideas and uphold integrity in gaming policy.”

Chris Shaban, Managing Director of iLottery for Aristocrat Interactive and longtime NCLGS attendee, praised NCLGS’s leadership in fostering informed dialogue.

A Perspective from the Beginning
Sue Schneider, Co‑founder of Defy the Odds and a pioneering voice in gaming policy, reflected on NCLGS’s evolution since its inception.
“I've followed the growth of NCLGS from its genesis in 1996 … in response to the federal government's National Gambling Impact Study Commission,” Schneider said. “The events have grown in attendance and importance. They're now a ‘must attend’ for many state legislators, state and tribal regulators, and government relations folks from throughout the industry. I've been even more impressed with their outreach to other key organizations in the industry and will continue to watch it grow.”
