HB 7013 (Persons-Mulicka) prohibits creation of new neighborhood improvement districts after date certain; removes provision relating to municipal conversion of independent special districts upon elector-initiated & approved referendum; provides term limits for elected members of governing bodies of independent special districts; provides method for changing boundaries of independent special district; provides additional criteria for declaring special district inactive; requires special districts to establish performance measures; requires independent special fire control districts to annually report training information to State Fire Marshal; provides boundaries of mosquito control district may only be changed by special act; reducing maximum millage rate for mosquito control districts.
 
The bill passed the House Ways & Means Committee on Wednesday by a vote of 21-1.

During this hearing, an amendment was adopted which removed the harmful requirement that voters reauthorize independent special districts that levy ad valorem taxes every 10 years.
