Dear MAR Members,

The 68th Montana Legislature kicked-off off Monday, January 2nd, with over 4,000 bill drafts already requested. The Montana Association of REALTORS® (MAR) Government Affairs Committee and staff have been hard at work and are excited to start bringing you bi-weekly updates on our ongoing efforts to protect the real estate industry at the Capitol.

Over the next 90 days, you will receive updates on bill drafts, resolutions, and newly passed laws all relating to your profession and business. If you have any questions during the session, please don't hesitate to reach out to us.

Sincerely,

Your MAR Government Affairs Team

MAR LEGISLATIVE POSITION STATEMENT

Legislative Week 1

Supported Bills:

SB 105 - Sen. Fitzpatrick

To prohibit rent control of private property. REALTORS® have always strongly opposed any type of rent control or restrictions that deter investment in rental housing.

Status: In committee

HB 114 - Rep. Vinton

This is a Department of Natural Resouces and Conservation bill to increase efficiencies and transparency in the water right permit and change process. This shortens the timeline for department consideration of an application, provides for public comment, and revises the DNRC's objections and hearings process. REALTORS® believe it is important for the State to complete the water rights adjudication process in a timely manner in order to protect existing water rights and assure water availability for future needs.

Status: In committee

Opposed Bills:

LC 0025 - Rep. Molnar

Revises ballot initiative laws related to initiative review. This eliminates the interim committee review of ballot initiatives, the registration fee, and the Attorney General's review of the bill pertaining to harming business interests.

Status: Draft

LC 0026 - Rep. Molnar

Revises notice requirements for ballot issues. This requires the Secretary of State to post the complete text of a proposed ballot issue online and requires all signature sheets to include the Secretary of State's web address to the full text. This removes the current requirement of all signature sheets needing the complete text of the proposed ballot initiative attached in writing.

Status: Draft
