Arizona Law’s Health Law and Policy Program, directed by Professor Tara Sklar, responds to a growing need for health professionals with legal training.

The Health Law and Policy Program encompasses four distinct graduate certificate programs:

• Health Law for Health Professionals;
• Regulatory Science (drug, device, and diagnostic development);
• Aging Law and Policy;
• Health Information, Privacy, Compliance, and Data Security.

Together, these certificate programs fill an important niche in legal education for graduate students and mid-career professionals. In less than three years since the Health Law and Policy Program was launched, it has expanded from 15 to over 200 students.

Today, we hear from Travis Le Duc, a recent graduate of the program with a Graduate Certificate in Health Law for Health Law Professionals.

Alumnus Travis Le Duc is experiencing the benefits—to himself, his family, his employer, and his community—of his Graduate Certificate in Health Law for Health Law Professionals.

Prior to enrolling in the certificate program, Travis was already employed by the Tohono O’odham Nursing Care Authority. He chose his certificate program from among several options, deciding that it would best support him in his role there. He was drawn by the outstanding reputation of Arizona Law’s faculty and alumni. 

“The memory that sticks with me from my time at the James E. Rogers College of Law is the overwhelming support and availability of the professors and staff. Throughout my entire experience I was always met with a ‘What can I help you with?’ attitude and approach.”

He extends special thanks to Assistant Director of the Health Law and Policy Program Christina Kelso for helping him with course selection, enrollment, and generally getting set up for success each semester.

With his new training completed, Travis is currently the Director of Support Services and Compliance Officer for the Tohono O’odham Nursing Care Authority. 

“The health law courses further developed my understanding and application of the federal laws governing fraud and abuse, which has already improved my performance and that of the Tohono O’odham Nursing Care Authority's compliance program.”

The courses have had a big impact on Travis. In particular, 

“The Legal and Regulatory Fundamentals for Health Care Business course taught by Professor Christopher Mathis provided me with a fundamental understanding of key regulatory, financial and policy frameworks involved in the health law field. Specifically, this included reimbursement by third parties, federal and state government programs, health insurance plans, self-funded plans, long-term care insurance, planning, and placement.”

It’s great to see Travis fulfill a long-held interest in the law that began at the University of Arizona when he was still in high school in Tucson and volunteered as a mock juror at the College of Law.

“After my experience as a mock juror, I knew that one day my educational pursuits would carry me to the James E. Rogers College of Law. At that time I figured it would be as a law student, however, the Graduate Certificate in Health Law for Health Professionals is exactly what I needed to insure my future success and deliver value to those I serve with.”

As part of this program, Health Law & Policy Director, Professor Tara Sklar will present on "Long-Term Care as the Frontier for Home Use Diagnostics and Digital Health" and Health Law & Policy Professor and founder of the International Society for Cardiovascular Translational Research Nabil Dib will present on "Innovations in Medical Device Development: From Concept to Patient."

The event will take place in person at the Biomedical Sciences Partnership Building on the Phoenix Biomedical Campus and via Zoom.

As part of our biennial speaker series, Doug Campos Outcalt, Chair of the Family, Community and Preventative Medicine Department at the College of Medicine-Phoenix, shares his experiences on the Advisory Committee on Immunization Practices (ACIP) at the U.S. Centers for Disease Control. The webinar will describe the regulatory system in the U.S. for assuring vaccine efficacy and safety.

Class of 2020 Commencement!

Attention Class of 2020: Fall 2019, Winter 2019, Spring 2020, and Summer 2020 graduates!

By now, you should have received an invitation from the UA Commencement Office to participate in a special all-UA graduation ceremony for the Class of 2020 on Friday, November 5, at 4 p.m. at Old Main. See all the details and RSVP here.

You must RSVP for the ceremony by October 29. All guests will need non-transferable tickets, so don't wait to RSVP if you plan to attend. 

The College of Law has JD gowns, hoods and tams to loan at no cost if you want to participate. Please contact Nancy at [email protected] to schedule a time for fitting and pickup. We will not be doing graduation-day pickups unless you make advance arrangements. Even if you don't attend the ceremony, we are happy to lend you regalia for photo shoots through January 2022.

The UA-hosted graduation is not a substitute for a celebration with your College of Law classmates. Look for an email from Arizona Law soon with more details and next steps.

In the meantime, all members of the Class of 2020 are invited to attend this year's Homecoming events, including the Reunion Celebration on November 5 from 7 to 10 p.m. at Culinary Dropout. See details and RSVP here.

The Health Law and Policy Program built by Professor Tara Sklar is now composed of over 40 fully online courses. This extends vastly beyond the fundamental legal building blocks and handful of core traditional law school courses that introduce traditional JD students to health law. 

The graduate courses, developed as much for non-lawyers as those with or pursuing a JD, draw on both regular full-time Arizona Law faculty, with relevant expertise in areas such as privacy, and on a network of extraordinary teachers at other universities, in business, at non-profits, and in government.

The entire health law program we have built only succeeds in a digital world, as the demand from superb students like Travis Le Duc and the supply of teachers at the cutting edge of their fields requires indifference to space (geography) and flexibility with time.

Closer to home in Tucson, Homecoming looms. For those of you nearby, or planning to be near, we look forward to seeing you soon.
