Lane shifts continue with storm drain construction along North Coast Highway 101 from Jupiter Street to La Costa Avenue 


The City of Encinitas is excited to announce that the construction of the Leucadia Streetscape 60-inch storm drain along North Coast Highway 101 is underway and is progressing in the area between Jupiter Street and Moorgate Road. The City appreciates the City Council’s approval of additional funding to continue storm drain work that will help minimize flooding in the area.  The work on this portion of the project is anticipated to continue through Summer 2025.  Once the large storm drain is installed between Jupiter Street and La Costa Avenue, work on the collector, smaller storm drains, water line replacement, new curb gutter and sidewalks will begin. This work is anticipated to commence in Summer 2025 with an anticipated completion of Spring 2026, pending weather conditions. 



PROJECT DETAILS

  • Current Work: Excavation and installation is occurring for the 60-inch storm drain pipe along the eastern side of North Coast Highway (NCH) 101 from La Costa Avenue to Avocado Street.
  • Traffic Adjustments: Northbound traffic at Jupiter Street will be routed to the west side of NCH 101 for two-way traffic to La Costa Avenue. The west side curb area will be painted red to preclude parking. The transition back to the eastside for the northbound traffic will occur at La Costa Avenue.  
  • Work Planned: The 60-inch pipe installation between Avocado Street and Jupiter Street will begin in January and continue through June 2025. Following the main storm drain pipe installations, additional work will include 18-inch, and 24-inch storm drain installations along NCH 101 from Jupiter Street to La Costa Avenue. The contractor may be active at various locations concurrently between Jupiter Street and La Costa Avenue.


TRAFFIC CONTROL MEASURES

To ensure the safety of the community and construction crews, traffic control measures will be in place throughout construction, including:


  • Cones, delineators, and signs
  • Lane shifts and closures
  • Flaggers directing traffic
  • Concrete barriers


SAFETY REMINDER

During the construction period, please expect intermittent lane shifts and closures, large construction equipment in the work zone, and temporary noise. We urge all drivers to follow marked signage and proceed with extra caution to ensure the safety of everyone, including cyclists and pedestrians. For compliance with construction regulations and for safety reasons, only construction personnel are allowed within the construction zone along the east side of the roadway and within the median.
