Leucadia Streetscape Segment C and NCH Drainage Project Update
The City of Encinitas continues making progress on the Leucadia Streetscape Segment C and North Coast Highway 101 Drainage Project.
So far, crews have installed:
- 3,974 linear feet of 60-inch storm drain pipe
- 108 linear feet of 66-inch pipe
- 430 linear feet of 36-inch pipe
- 11 large, underground storm drain structures
- 568 feet of 24-inch storm drain
- Portion of west side storm drain inlets
- Installation preparation of new water main
The northbound traffic is on new pavement from Jupiter Street to Grandview Street with half of the two new roundabouts nearly completed. Work is moving forward for the northbound lanes, for new paving and striping from Grandview Street to La Costa Avenue which is scheduled to occur next month. Along the west side work consists of installation of storm drain collector pipes, and the new water main.
PROJECT UPDATE

Current Work: Crews are continuing to work on the drainage infrastructure including the large storm drain (60 and 66-inch) placement along North Coast Highway 101 near La Costa Avenue. A portion of the east side of the roadway will be paved to allow for northbound traffic to continue on the east side of North Coast Highway 101 from Grandview Street to La Costa Avenue. The contractor will continue working on the west side for the smaller storm drains and drainage inlets, median curbs and new water main.
PROJECT DETAILS:

Current Work: Crews are continuing to excavate and install large storm drain pipes (60-inch and 66-inch) between Moorgate Road and La Costa Avenue. This work also includes storm drain structures that are 30 to 35 feet deep. Paving is to occur on the east side with lane striping from Grandview Street to La Costa Avenue.

Traffic Adjustments: It is anticipated in March, the northbound traffic will transition over to the east side, at Grandview Street north to La Costa Avenue. This shift in traffic will occur when the large pipe has been installed from La Costa Avenue to Moorgate Road. The west side work includes the new water main. Once the water main and storm drain laterals are installed, the southbound lane will move over to next to the median. Curbside parking on the west side will be temporarily restricted. Parking is available in the parking pod areas on the east side where construction of the road has been completed.

Work Planned: Pipe installation and related work, such as new water main, storm drain inlets and connector pipes, paving, median curbs, and roundabout construction will continue on the west and east side through Spring 2026. When the underground facilities are in place the surface improvements, sidewalks, curbs, gutters, inlets, and driveways, can begin construction.
TRAFFIC CONTROL MEASURES
To ensure the safety of the community and construction crews, traffic control measures will be in place throughout construction, including:
- Cones, delineators, and signs
- Lane shifts and closures
- Flaggers directing traffic
- Concrete barriers
SAFETY REMINDER
During the construction period, please expect intermittent lane shifts and closures, large construction equipment in the work zone, and temporary noise. We urge all drivers, bicyclists, and pedestrians, to follow marked signage and proceed with extra caution to ensure the safety of everyone, including cyclists and pedestrians. For compliance with construction regulations and for safety reasons, only construction personnel are allowed within the construction zone along the east side of the roadway and within the median.
