Surgeon General of the U.S. Army and Commanding General, U.S. Army Medical Command
 
LTG Nadja Y. West is the 44th Surgeon General of the United States Army and Commanding General, US Army MedicalCommand.  LTG West is a graduate of the United States Military Academy with a Bachelor of Science Degree in Engineering. Sheearned a Doctorate of Medicine Degree from George Washington University School of Medicine in Washington, DC.
 
She completed her internship and residency in Family Medicine at Martin Army Hospital, Fort Benning, GA . During this assignment, she deployed to Operation Desert Shield with the 197th Infantry BDE, 24th ID, and was attached to the 2/69th Armor BN during Desert Storm. She then served at Blanchfield Army Hospital, Fort Campbell, KY as a staff family physician and then Officer  in charge of theAviation Medicine Clinic. She also participated in a medical mission with the 5th Special Forces Group (Airborne).
 
LTG West completed a second residency in dermatology at Fitzsimons Army Medical Center and University of Colorado Medical Center inDenver, CO. She then served as Chief, Dermatology Service at Heidelberg Army Hospital, Germany. LTG West then served as Division Surgeonof the 1st AD, Bad Kreuznach, Germany; deploying to the former Yugoslavian Republic of Macedonia and Kosovo as Deputy Task ForceSurgeon.
 
LTG West served as Chief, Department of Medicine and Dermatology Service at 121st General Hospital in Seoul, Republic of Korea. LTG Westthen commanded McDonald Army Community Hospital, Fort Eustis, VA. After command she served as Deputy Commander for Integration atthe National Naval Medical Center, Bethesda, MD. She then served as J-3, Director of Operations, Joint Task Force National Capital RegionalMedical. Next, she commanded Womack Army Medical Center, Fort Bragg and went on to serve as Commanding General, Europe RegionalMedical Command.
 
LTG West served as Deputy Chief of Staff, G1/4/6, Office of the Surgeon General, Falls Church, VA. Her most recent assignment was Joint StaffSurgeon at the Pentagon. As Joint Staff Surgeon she served as chief medical advisor to the Chairman of the Joint Chiefs of Staff andcoordinated all Health Services issues related to include operational medicine, force health protection, and readiness within the US military.
 
LTG West completed the Army Medical Department Officer Basic and Advanced Courses, and also graduated from the Army Command and General Staff College and the National War College.  Her awards and decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit with three Oak LeafClusters, Defense Meritorious Service Medal, Meritorious Service Medal with two Oak Leaf Clusters, Army Commendation Medal, ArmyAchievement Medal with two Oak Leaf Clusters, NATO Medal, Combat Medical Badge, Flight Surgeon Badge, Parachutist Badge, Air AssaultBadge, and Gold German Armed Forces Proficiency Badge. She is a member of the Order of Military Medical Merit, Order of Saint Christopher,a Fellow of the American Academy of Dermatology and the American Academy of Family Practice.

Buying your own home, instead of renting, can be personally rewarding with numerous benefits, not the least of which is being able to deduct your mortgage payments and real estate taxes from your income taxes.  Yet, purchasing real estate is the most complex transaction many people will make because of the cost and the steps involved in the process.
Although much has already been written about real estate finance and purchase strategies, the following is a helpful primer everyone should consider before purchasing a home.  You should follow these steps in the order presented.

Get Your Credit Report in Order

If you are considering a home purchase, verify your credit score and payment history first.  You are asking a lender to loan you a lot of money and it will want to make sure you are credit worthy to determine if you will pay back the loan as specified. 

Numerical credit or FICO scores can range from 300 to 850, with the highest score being the best rating.  Generally, you will need a minimum credit score of 640 to obtain a loan (with minimums sometimes changing). 

 You are entitled to one free credit report a year, which you can request from the web site of one of three credit reporting bureaus: Experian, Equifax or TransUnion.  

You can also obtain your credit score and report from companies such as Credit Karma, but these companies often encourage you to sign-up for monthly subscriptions. 

 If your credit score is below the minimum, you should improve your score before proceeding with a real estate transaction.

The National Organization of Black County Officials (NOBCO) is a 501(c) 3 corporation, established in 1982, representing a coalition of black elected and appointed officials within county government throughout the United States. The NOBCO, corporation has its roots in the National Association of Black County Officials (NABCO) which was founded in 1975 as a membership association to bring focus to the nation's communities led by African American elected and appointed representatives. NOBCO concentrates on issues of our NABCO members and solutions by providing a host of resources ranging from our annual conference to position papers, technical assistance, and an information clearinghouse.  Both organizations are affiliates of the National Association of Counties (NACo), the only advocacy organization representing the 3,069 counties in America founded in 1935.
 
NOBCO serves more than 3,000 black elected and appointed county officials in America.  As local decision-makers, the policies enacted by black county officials either support or detract from a community's attempts to create a sustainable economy and environment.  Our efforts are to assist them in making informed decisions focused on sustainability and growth.
 
The NOBCO also provides education and training to black county officials, others in government service, representatives from community based organizations, and concerned citizens. Current program areas of focus include, but are not limited to:  Health Disparities; Tobacco Prevention, Pension Liability and Reform; Economic Growth and Viability; Community Development; and Social and Environmental Justice issues.  NOBCO provides services as an information clearinghouse for organizational concerns and provides a programmatic and project structure to educate, train and assist government officials and community leaders.
 
Historically, NOBCO has provided and produced contract services, conferences, publications, educational workshops and technical assistance to county officials.  As a recipient of funding through foundation and philanthropic grants and federal funding through government agencies such as the Centers for Disease Control (CDC), US Department of Housing (HUD), Department of Commerce/Economic Development, and the Environmental Protection Agency (EPA), we have been able to accomplish our mission.

 We seek to serve vulnerable populations through education, training, outreach and advocacy. Our mission is to promote education and training, raise awareness, serve as a catalyst and a clearinghouse that offers an array of resources to assist elected/appointed officials with legislation and public policy issues, which may impact their respective areas of governance.  NOBCO provides resources to empower and transform communities into more sustainable environments to support a stronger and more viable America. Our primary focus is on health and health disparities; economic stability; public safety; environmental matters; and social justice issues.

Bon Secours starts $22M expansion of New Shiloh affordable housing complex

Bon Secours Baltimore Health System has started work on a new affordable housing apartment complex as part of an expansion to its New Shiloh Village in West Baltimore.
The 73-unit, four-story building broke ground earlier this month and is scheduled to open in July 2018, said George Kleb, director of development for Bon Secours. Known as New Shiloh Village Apartments, the project will offer one-, two- and three-bedroom units to low-income families and individuals.
The $22 million apartment complex is an expansion of the New Shiloh Village Senior Living Center, which Bon Secours opened in 2007 at 1901 Elgin Ave in Mondawmin. The project is adjacent to the senior living complex at the intersection of Payson Street and Elgin Avenue.  Kleb said the building should open next summer, if construction stays on schedule, and will start leasing it out through the end of 2018.  New Shiloh Village Apartments will include a gym, underground and surface parking, multiple common rooms and an outdoor patio that includes a recreational area.

Bon Secours started exploring the idea of building additional affordable housing units on the site when it saw how popular the senior living complex was, Kleb said. That building is completely leased, Kleb said, and the health system has seen a need for affordable housing in the city, an opportunity that Bon Secours can capitalize on.
