The International Cold Case Analysis Project (ICCAP) is a groundbreaking project co-founded by Police Expert Network Missing Persons (Europe), Police Academy Lower Saxony, Locate International and Amber Alert Europe. The ICCAP brings teams together from universities throughout the UK, Germany, North Macedonia, and Australia to review several unsolved murders, unidentified remains or missing people cases, and prepare presentation of their findings to the German Public Prosecutor and representative from police forces across Europe. The ICCAP model encourages learners to practice higher-order cognitive skills that are needed to support agile investigative thinking. During this session, you will gain insights into the benefits of international collaboration and how investigative methods and techniques from different countries combine to advance investigations, as well as review case studies of missing and unidentified persons.
A Multifaceted, Multijurisdictional, Multiagency, and Multidisciplinary Approach to Investigating Unidentified and Missing Persons

Presenter: Jodie Ward, Associate Professor and Program Lead - National DNA Program for Unidentified and Missing Persons, Australian Federal Police

The Australian Federal Police (AFP) National DNA Program for Unidentified and Missing Persons began in July 2020 and is funded by proceeds of crime until December 2023. The Program relies upon centralized/contemporary forensic technologies, databases, and experts to identify unknown individuals and provide their families with answers. The Program's suite of forensic tools includes forensic anthropology, forensic odontology, radiocarbon dating, isotope analysis, autosomal/Y-chromosome/mitochondrial DNA testing, forensic DNA phenotyping, forensic investigative genetic genealogy, and craniofacial reconstruction. Program success has centered on partnerships with police, coronial, forensic and intelligence agencies across Australia, national and international forensic experts in government, university and private laboratories, and families with missing loved ones. During this session, you will hear about case studies that demonstrate best practices for implementing a nationally coordinated, collaborative, and contemporary forensic human identification capability for LTMP investigations (as well as disaster victim identification and humanitarian forensic action operations).
