EIFD
EIFDs Roaring into 2021
City and county EIFDs are beginning to proliferate, and both public agencies and the private sector (developers and corporate landowners) are now learning how to utilize EIFDs to address critical infrastructure and deliver public benefit and valuable community amenities.

Below are a few snapshots from the 30+ EIFDs in progress across the state with assistance from Kosmont. Most of these are coupled with land use policies that accelerate growth and private investment in a post COVID-19 economy.
CITY OF FRESNO
Downtown and Blackstone Avenue BRT Corridor EIFD
The Fresno City Council and the EIFD Public Financing Authority (PFA) approved the final Infrastructure Financing Plan (IFP) in September 2020, marking the first City-lead EIFD in the Central Valley. The 4,200-acre EIFD is focused in the downtown core and the Blackstone Avenue bus rapid-transit (BRT) corridor, an area almost entirely comprised of Opportunity Zone and Disadvantaged Community Census Tracts.
COUNTY OF LOS ANGELES
Unincorporated West Carson EIFD
With assistance from the Southern California Association of Governments (SCAG) and Kosmont, Los Angeles County is in the middle of the formation hearing process for the establishment of the first County-led EIFD in Southern California. The EIFD encompasses approximately 1,600 acres and has a transit-oriented development (TOD) and biotech emphasis, including the West Carson TOD Specific Plan area and Harbor-UCLA Medical Campus.
CITY OF LA VERNE + COUNTY OF LOS ANGELES
TOD EIFD
The City of La Verne and Los Angeles County came together in 2020 to update and re-authorize the La Verne TOD EIFD to conform to updated EIFD law (post AB-116) and to reflect the County’s commitment of 50% of its incremental property tax to the district.
CITY OF PLACENTIA + COUNTY OF ORANGE
TOD EIFD
Formed in 2019 with assistance from SCAG and Kosmont, the Placentia TOD EIFD is in the process of public hearings to achieve authorization to issue debt based on current EIFD guidelines. The financing team, including Kosmont Transactions Services, Inc. is performing initial bond underwriting activities in parallel.
COUNTY OF MADERA
With two EIFDs already established with authorization to issue debt, the County of Madera continues to evaluate additional opportunities in both incorporated and unincorporated areas of the County to utilize EIFDs in concert with CFDs, Opportunity Zones, and other tools to address critical infrastructure needs and community benefits.
