Are Boston Assessors Penalizing Property Owners?

Last June, Pioneer New England Legal Foundation’s president, retired judge Frank Bailey, alleged that “the City of Boston’s Tax Assessment Department has been engaging in the unauthorized and unconstitutional practice of increasing the assessed property value on those properties which had applied for tax abatements.” The claim, denied by the City and the DOR, was based on a detailed review of assessors’ cards from properties whose owners had sought abatements included a plug number to offset any reduction in a property’s assessed value.
