4A: Presentation of Proclamations:

"Domestic Violence Awareness Month" - I was honored to present a proclamation recognizing October 2025 as “Domestic Violence Awareness Month” in Napa County to Tracy Lamb, Executive Director, NEWS, Domestic Violence and Sexual Assault Victim Services and Esbeidy Piña Alcantar with Líderes Campesinas.

9A: Plastic Bags - The Board held a public hearing where Ryan Melendez from Planning, Building & Environmental Services presented an ordinance updating Chapters 5.70 and 5.80 of the Napa County Code to align with new state laws banning plastic bags and clarifying reusable food ware and waste reduction requirements. The amendments refine definitions, simplify compliance, and ensure consistency with state recycling and waste regulations. The Board voted its intent to adopt the ordinance, which will return for final adoption on October 21, 2025, and take effect January 1, 2026. View ordinance and presentation HERE.

10B: Proposition 50 - The Board received a presentation from Legislative and Policy Analyst Andrew Mize and adopted a resolution informing the public about the November 4, 2025, special election and Proposition 50. The resolution was amended to include the Board of Supervisors’ support for Proposition 50. The resolution provides information on the ballot measure, local voting options, and drop box locations and hours. The State will fully reimburse the County’s election costs, estimated at $682,300.
