4A-C: Presentation of Proclamations:


"National Recovery Month" - Supervisor Manfree presented a proclamation recognizing September 2025 as “National Recovery Month” in Napa County to Zachariah Todd, Behavioral Health Manager, Napa County Health & Human Services. View Proclamation HERE.


"Hispanic Heritage Month"Supervisor Ramos presented a proclamation recognizing September 15th to October 15th, 2025 as “Hispanic Heritage Month” in Napa County to members of the Latino Leaders Roundtable, Hispanic Chamber of Commerce, and numerous other Latino/Hispanic individuals and organizations. "Recognition for 40 Years of Service" - Chair Cottrell presented a proclamation to Dina Jose for her service and contributions as Director of Corrections for Napa County. Director Jose is retiring on September 26, 2025, after an extraordinary 40-year career in public service, including nine years with Napa County, marked by distinction, integrity, and an unwavering commitment to the safety and well-being of others. 5O: ADU Loan Program - The Board approved an agreement with Community Initiatives (The ADU Center) to provide technical assistance for Napa County’s ADU Loan Program, ensuring eligible homeowners receive outreach, resources, and feasibility consults to support affordable ADU development. 9A: Transportation & Affordable Housing - The Board received a presentation from Assistant CEO Becky Craig and Housing & Community Services Director Jennifer Palmer on development impact fees, provided input on proposed Transportation and Affordable Housing Impact Fee studies, and directed staff to return with the item for Board consideration on October 21. 9B: Napa County Groundwater Sustainability Agency - The Board received an update from Jamison Crosby, Natural Resources Conservation Manager, and colleagues:

  • on the Napa Valley Subbasin Groundwater Sustainability Plan implementation, noting recent undesirable results for groundwater storage, the importance of sustained conservation even in wet years, and ongoing programs to reduce groundwater pumping, expand recharge opportunities, and engage the community through outreach and education.
  • and the Board discussed recommendations to strengthen GSP implementation, including updating water conservation ordinances, expanding incentives for efficiency and recharge, and developing programs to measure and report groundwater use near significant streams to improve sustainability outcomes.

9C: Use Permit Compliance Program - The Board received an update from Planning, Building & Environmental Services Director Brian Bordona on code compliance, including progress on the Use Permit Compliance Program, implementation of the Reusable Foodware Ordinance, review of reverse osmosis system policies, potential updates to the Rooster Ordinance, and expanded realtor and community education efforts. 10B: Old Howell Mountain Road - The Board conducted a public hearing, with presentations from Public Works Director Steve Lederer and Napa Open Space District General Manager Chris Cahill, and adopted a resolution to abandon a 2.5-mile portion of Old Howell Mountain Road while reserving easements for utilities, emergency access, and a new public trail, and approved an agreement with the Napa County Regional Park and Open Space District to manage the trail. Regional Climate Action and Adaptation Plan (RCAPP)


The draft Napa Regional Climate Action and Adaptation Plan (RCAAP) is now available for public review and your feedback is requested!!


This plan is the result of a unique countywide collaboration between Napa County and the Cities of American Canyon, Calistoga, Napa, St. Helena, and the Town of Yountville.

Your voice matters, each jurisdiction has unique needs, and your input will help ensure the final plan reflects local priorities.

(3) Pet of the Week - Meet Carlos the cat! He is 10 weeks old and missing his brother that was adopted a couple weeks ago. They were both found as strays. Carlos is learning his manners for living in a home but is really sweet and loves attention.


Pet adoption feels for Carlos will be waived this week!
