4A-C: Presentation of Proclamations:


"Suicide Prevention Month" - I was honored to present this proclamation to Jeni Olsen, Chair of Napa County Suicide Prevention Council and Chelsea Stoner, Assistant Deputy Director of Napa County Behavioral Health. View Proclamation HERE.


"National Library Card Sign-up Month"Chair Cottrell presented this proclamation to Anthony Halstead, Library Director; Myrna David, Chair, Napa County Library Commission; and Frances Houser, President, Napa County Library Foundation. View Proclamation HERE.


"Workforce Development Month" - Supervisor Gallagher presented this proclamation to Bruce Wilson, Executive Director, Workforce Alliance of the North Bay, and Jennifer Yasumoto, Agency Director, Napa County Health & Human Services. View Proclamation HERE.


5D: Napa County Tax Rates - The Board adopted a resolution establishing Napa County’s FY 2025–26 secured tax roll rates, including the 1% Proposition 13 levy and voter-approved debt rates as required by state law. View background and resolution HERE.


5F: National Opioids Settlements - The Board approved participation in three Opioid Settlements and authorized the CEO to execute all necessary documents to opt in. Settlements with Sandoz, Purdue Pharma & the Sackler Family, and several small generic manufacturers would provide the County with additional funding to support opioid remediation efforts. 5J: Purchase of Fire Engine - The Board waived competitive bidding and approved a sole source purchase from Golden State Fire Apparatus for one Type VI Skeeter engine (designed for wildland fire fighting), replacing Unit 8154 and supporting fleet standardization. View background HERE.


5K: South Napa Shelter - The Board approved amendments to agreements with Abode Services, Inc. for FY 2025–26 homeless shelter operations, case management, and housing placement services at the South Napa Shelter. View background and agreement HERE.


5P: CA Department of Public Health - The Board approved a revenue agreement with the California Department of Public Health to administer the Women, Infants, and Children (WIC) nutrition program in Napa County. View background and agreement HERE.


5Q: Rental Assistance for Behavioral Health Clients - The Board approved an agreement with Community Action of Napa Valley to provide rental assistance and housing support for behavioral health clients enrolled in Full-Service Partnership programs. View background and agreement HERE.


5AC: Probation Department and Child Support Services - The Board approved a lease agreement with Gateway Partners 1, LLC for 40,000 square feet at 555 Gateway Drive to house the Probation Department, Child Support Services, and program partners. View background and agreement HERE.


5AN: Trancas Street Paving Project - The Board approved an agreement with the City of Napa to administer the Trancas Street Paving Project, including the County’s portion from the Napa River bridge to State Route 121. View background, agreement, and budget summary HERE.


5AP: Donation from Napa Valley Community Foundation - The Board approved a donation from Napa Valley Community Foundation to purchase a one-year trial of the Versaterm Mindbase Platform which provides officers with 24/7 confidential access to mental health and wellness resources, including self-assessments, clinician connections, and peer support tools. 9A: Pickett Fire Report - Deputy Fire Chief JC Greenberg provided an overview of the successful response to the Pickett Fire, which burned 6,800 acres, highlighting the coordinated efforts of 2,800 personnel, volunteers, and support staff that limited structural damage and protected the community. 9B: Napa Valley Tourism Corporation - Assistant CEO Becky Craig and Board Chair Anne Cottrell presented, and the Board approved, an agreement with the Napa Valley Tourism Corporation to serve as the Owner’s Association for the Napa Valley Tourism Improvement District through June 2035. 9C: "Made the Rent" Presentation - Housing & Community Services Director Jennifer Palmer and Generation Housing’s Dr. Joshua Shipper presented the “Made the Rent” report, highlighting how affordable housing supports workforce stability, reduces financial stress, and strengthens community resilience in Napa Valley. 9D: Reappointments Napa County Winegrape Pest and Disease Control District Board - The Board reappointed Christopher Hyde and David Ilsley and appointed Megan Coy and Patrick Tokar to serve on the Napa County Winegrape Pest and Disease Control District Board of Directors effective immediately through March 26, 2028. 9E: Appointment to Napa County Behavioral Health Board - The Board appointed Amy Montanez and Walter E. Nygaard to the Napa County Behavioral Health Board, effective immediately through January 1, 2027. View applications HERE.


10A: Napa-Vallejo Waste Management Authority - The Board held a public hearing and adopted a resolution approving the Napa-Vallejo Waste Management Authority’s financing of a new Construction and Demolition Facility and finding significant public benefits from the project. 12A: Joint Session with Board of Supervisors and Planning Commission - The Board of Supervisors and Planning Commission held a joint meeting to receive a presentation from Napa Valley Vintners on the economic impact of Napa County’s wine industry. (3) Pet of the Week - Meet Emma...a gentle six-year-old Great Dane weighing 110 pounds. Found as a stray, she’s received lots of TLC and is a sweet, affectionate companion. Emma returned to the shelter after some challenges with the resident dog of a foster home —likely more about territory than compatibility. At the shelter, she’s shown positive interactions with other dogs and continues to charm everyone she meets.


Pet adoption feels for Emma will be waived this week!
