LPESA awards 3K scholarship to ULL Engineering senior
The Louisiana Parish Engineers and Supervisors Association (LPESA) awarded the Scholarship for Excellence in Engineering Studies to Devin Fuselier, who is a graduating senior in Civil Engineering at the University of Louisiana Lafayette. She was selected from a list of three applicants by the scholarship selection committee members Wayne Winch and Bill Campbell. Devin has worked part time for Lafayette Consolidated Government in the Right-of-Way Division of Public Works and is presently employed for the summer at Huval & Associates Consulting Engineers in Lafayette. Bill Campbell (left) and David “Buddy” Huval, Sr. (right) presented the scholarship check ($3,000) to Devin (center) at the Huval & Associates Office.
New sidewalk being installed near Northwestern State University in Natchitoches
A new crosswalk is being installed on LA 6 (University Parkway) near Northwestern State University in Natchitoches. 

The crosswalk - which is a partnership between DOTD, NSU, and the NSU Foundation - is located near the intersection of LA 6 and North Street in front of the Eugene P. Watson Memorial Library on the university campus .  Read more.

Roads Scholar #8: Successful Supervision for Local Road Supervisors
From September 10 to October 24, LTAP is offering the Roads Scholar #8: Successful Supervision for Local Road Supervisors , with US Army Brigadier General Roger Shields as the instructor.

The goal of this class is to help a new supervisor develop the necessary skills that will enable him or her to effectively and confidently function in a supervisory capacity.

Roads Scholar #4: Temporary Traffic Control for Local Agencies
Three more classes are scheduled tomorrow in New Orleans, September 4 in Lafayette and September 5 in Covington for Roads Scholar #4: Temporary Traffic Control for Local Agencies , with LTAP Program Manager Steve Strength as the instructor.

This course is intended for engineers, technicians, inspectors, and maintenance personnel whose duties require an intermediate understanding of traffic control in work zones, including design, setup, and management of traffic controls.

Local Public Agency (LPA) Training in Alexandria
Louisiana LTAP, in partnership with DOTD and FHWA, will be offering another round of
the 3-day Local Public Agency (LPA) Training Program classes on November 5-7, 2019 in Alexandria, LA. Join us for 1 day or all 3.

Every Day Counts: Value Capture
Capitalizing on the value created by transportation

One of LTAP’s focus areas is Innovation —at the local level.
A number of current initiatives including FHWA’s Every Day Counts (EDC),
provide opportunities to highlight successes and encourage innovative thinking.

This month, we feature an EDC-5 innovation, Value Capture.
Both the planning and implementation for value capture rely primarily on local government initiatives. For these local public agencies, value capture provides the opportunity to raise funds
to match federal grants, which increasingly emphasize the importance of
private and public non-federal participation . Read more.

I-49 Segment K Phase 2 Interchange with I-220 in Shreveport wins 'Best Use of Technology & Innovation' Award
DOTD recently shared that the project, I-49 Segment K Phase Interchange with I-220 in Shreveport, earned the regional award for "Best Use of Technology & Innovation" from the American Association of State Highway & Transportation Officials (AASHTO).

It’s a standout project that connects two interstates, improving mobility for everyone. The $142 million I-49 interchange will now go on to compete for a nationwide AASHTO award . Read more.

National Walk To School Day

We encourage local communities and schools across Louisiana to participate in the National Walk to School Day on October 2, 2019. Just simply walk to school or work, then post it on social media with a hashtag #walktoschoolday.

This campaign is in conjunction with Louisiana LTAP Center's efforts to support a Safe Transportation for Every Pedestrian (STEP), which is one of the Every Day Counts (EDC) innovations. Read more about how you can celebrate walk to school day.
FHWA shares video series on
Low-cost Safety Improvements

FHWA recently posted the Low-cost Safety Improvements video series on their YouTube channel. This month's highlight is Enhanced Delineation on Horizontal Curves. Basic signing improvements such as advance warning signs, speed plaques, and chevrons alert drivers of upcoming curves and can reduce fatal crashes up to 44 percent. Agencies should consider installing them. View all of FHWA videos here.
New Louisiana child seat law goes into effect

Parents and caregivers of children need to inform themselves and prepare for a new Louisiana child safety seat law that has gotten into effect since August 1, 2019. "The new law keeps children in more protected restraint systems and safer positions until they are older," says LHSC Executive Director Lisa Freeman. Read full story.

Help us spread the word about Louisiana's new car seat law, particularly about getting your children restrained properly in the right seat. Always remember: Seat belts save lives.
TRAINING & WORKFORCE DEVELOPMENT
Temporary Traffic Control Class in CenLA
LTAP conducted the Roads Scholar #4: Temporary Traffic Control series with LTAP Program Manager Steve Strength as the instructor. Photo shows the participants from the CenLA class, who were mostly engineers and public works crew from the Rapides Parish Police Jury.

AASHTO's Transportation Curriculum Coordinating Council (TC3) offers training to local public agencies at no cost
If you are a transportation practitioner working for a local or tribal government and want to improve your construction, maintenance, and material selection processes and projects, FHWA and the American Association of State Highway and Transportation Officials have over training modules made over 190 web-based training (WBT) courses with additional courses planned through the Transportation Curriculum Coordinating Council (TC3). First-in-the-Nation Master of Transportation Safety Administration online degree offered by Clemson University
Clemson University is the the first university in the nation to offer a Master of Transportation Safety Administration (MTSA) in the management and administration of highway safety programs. As an online program, MTSA is accessible to participants around the world with an interest in improving road safety and that meet admissions criteria.   Read more.
