Louisiana LTAP celebrating Public Works Week, May 19-25
Louisiana LTAP is proud to celebrate Public Works Week, May 19-25, along with our partners in the Public Works community.

Sponsored by the American Public Works Association (APWA), the theme of Public Works Week 2019 is “It Starts Here.” According to APWA, this theme represents the many facets of modern civilization that grow out of the efforts put forth by public works professionals across North America. We all think of Infrastructure starting with public works, but activities like Growth and innovation, Mobility, Security, and Healthy Communities  also have their foundations in public works – key factors contributing to our citizens' quality of life that start with public works.

The Louisiana Chapter of APWA, along with its affiliate local branches, promotes the concept of Public Works as an essential part of Louisiana’s heritage of the past, progress in the present, and vision for the future. LTAP partners with APWA at the National, State, and Local levels on training, innovation, and other activities.

Louisiana DEQ MS4 Conference on October 23-24, 2019
The Louisiana Department of Environmental Quality (LDEQ) will be hosting its first Municipal Storm Sewer System (MS4) Conference on October 23-24, 2019 at the LDEQ Conference Center, Galvez Building near the State Capitol in Baton Rouge. Registration is free, so everyone is welcome to attend.

This conference will be an opportunity to learn and improve the MS4 program and network with other permittees, consultants, and the regulatory staff. Additional information will be posted later on LDEQ website

LTRC shares transportation research highlights at the Parish Engineers and Supervisors Spring Conference
At the recent Louisiana Parish Engineers and Supervisors Association (LPESA) Spring Conference held at the L'Auberge Hotel in Baton Rouge, the Louisiana Transportation Research (LTRC) Associate Director for Research Dr. Tyson Rupnow presented some valuable information on transportation research projects that the local engineering workforce might potentially consider for future roadway initiatives in their respective parishes.

LPESA holds their Fall and Spring conferences to bring together engineers and road supervisors from across 64 parishes in Louisiana to discuss best practices and address issues on road construction, asset management, road maintenance, emergency preparedness and other topics that concern the local public agencies. Elected officials are encouraged to attend LTAP's Roads Scholar Class on Pavement Preservation
Besides the road transportation crew, elected officials around the Lafayette area are encouraged to attend the last round of Roads Scholar #7: Pavement Preservation & Road Surface Management" class that LTAP will hold on May 30, 2019 at the Lafayette Utilities System located at 1314 Walker Road, Lafayette, LA.

If you are an elected official and don't have the time to attend the full-day class, you may just choose to attend the introductory module with an overview of concepts and philosophy to pavement preservation. Register here.

INNOVATION
Ouachita, Terrebonne recognized as winners
in Build A Better Mousetrap for their
latest transportation innovations
In this year's Louisiana Build A Better Mousetrap Competition 2019, Ouachita Parish Public Works Department's entry, the Catch Basin Lid Assist Tool, was selected as the Louisiana winner. This gets them an opportunity to be the official representative of Louisiana at the national level competition which will be held during the National Local Technical Assistance Program Association (NLTAPA) Conference on August 12-15 in Stowe, VT.
Terrebonne Parish, on the other hand, bested the "People's Choice Award" for having earned more "LIKE" clicks on Facebook for their entry, the In-a-Pinch Salt Spreader.

Both Ouachita and Terrebonne developed these transportation maintenance tools to respond to their everyday problems as transportation professionals. Click here to view the Louisiana entries.

Every Day Counts: Value Capture
Capitalizing on the Value Created by Transportation Improvements

One of LTAP’s focus areas is Innovation —at the local level.
A number of current initiatives including FHWA’s Every Day Counts (EDC),
provide opportunities to highlight successes and encourage innovative thinking.

This month, we feature an EDC-5 innovation, Value Capture .
Did you know that value capture techniques can help private developers fund infrastructure improvements through joint development with public agencies?
A portion of that appraisal created by the infrastructure can be “captured” by the public sector to reinvest in, operate, or maintain transportation infrastructure. Read more.

ROAD SAFETY
June 30 is cutoff date for Local Road Safety Program applications

Although project applications to the Local Road Safety Program (LRSP) are accepted year-round, those submitted by the next cutoff date, June 30, 2019, shall be given priority for project selection. Eligible projects include curve delineations, rumble strips, high friction surface treatments, pavement markings, mini-roundabouts and other proven safety countermeasures.

June 17 is National Ride to Work Day

In support for the National Ride to Work Day on June 17, don’t forget to Share The Road with motorcyclists and scooter riders. Motorcyclists have the same rights and privileges as any other motor vehicle operator on the road. In this campaign, we focus on promoting motorcyclist awareness and safety to both motorcycle riders and motor vehicle drivers. Read more.
Webinar on "Working With Nontraditional Stakeholders" scheduled on June 5

A huge part of the TZD goal is to involve everyone in the effort, so helping others understand what TZD is and how it works can bolster your champion and ambassador ranks. In this webinar, you will learn strategies for engaging and communicating with nontraditional stakeholders.  Read more.
TRAINING & WORKFORCE DEVELOPMENT
Pavement Preservation Class in Lake Charles
LTAP conducted the Roads Scholar #7 Pavement Preservation classes statewide that piloted in Benton on April 9 and was offered in West Monroe, New Orleans and Alexandria thereafter. Just last May 16, it had its fifth stop in the Southwest region. Class instructor Nick Verrett presented to a full-house class at the White Oak Landing in Lake Charles. Another class was held in Baton Rouge yesterday, and the last class is scheduled on May 30 in Lafayette.

AASHTO's Transportation Curriculum Coordinating Council (TC3) offers training to local public agencies at no cost
If you are a transportation practitioner working for a local or tribal government and want to improve your construction, maintenance, and material selection processes and projects, FHWA and the American Association of State Highway and Transportation Officials have over training modules made o ver 190 web-based training (WBT) courses with additional courses planned through the Transportation Curriculum Coordinating Council (TC3). International Conference on Low Volume Roads
September 15-18, 2019
The Transportation Research Board (TRB) is sponsoring the 12th TRB International Conference on Low Volume Roads on September 15-18, 2019 in Kalispell, Montana. This conference examines new technologies and new techniques in the planning, design, construction, operation, maintenance, and administration of low-volume roads. Read more.
