North San Antonio Chamber Members and Partners,
The recent San Antonio Mayoral, City Council, and Proposition elections resulted in the re-election of incumbents and several run-offs to take place June 5th. Mayor Ron Nirenberg was re-elected for a third term without a runoff, and the Proposition B charter amendment was narrowly defeated by 51% of voters in opposition. Run-off elections between candidates from Council Districts 1, 2, 3, 5, and 9 are scheduled for Saturday, June 5th. Early voting begins Monday, May 24th.
Texas's 87th Legislative Session is still underway with numerous bills ramping up as the end of the session nears. One of the bills we are closely monitoring is Senate Bill 14 which would prohibit a municipality or county from requiring businesses to offer certain employment benefits or policies. Some of these regulations on vital employment practices have been found unconstitutional. Businesses of all sizes in San Antonio and across the state need regulatory consistency and predictability to rebuild.
Senate Bill 14 relates to employment benefit mandates bans such as employee leave and predictive scheduling. The bill's ban on employee ordinances could save businesses time and money- money that could be spent helping businesses recover from the pandemic and February's winter storm. Employment decisions should be left to employers. SB 14 provides the stability Texas employers need by prohibiting local governments from imposing burdensome, expensive, and inconsistent regulations on private sector businesses.
SB 14 passed the Senate 19-12, and is currently expected to be heard today, May 6th, by the House State Affairs Committee. Thank you to Senators Donna Campbell, M.D., Brandon Creighton, and José Menéndez for supporting this bill. Because of your support, small businesses are now one step closer to having consistent employment regulations across the state. On May 3, the National Federation of Independent Business, NFIB, released their COVID-19 Impact Survey studying the impact of the pandemic on small businesses. Survey topics included paid sick or family leave, SBA programs, sales levels, and supply chain disruptions. As several SBA programs conclude and businesses get back to work, it is crucial Congress does not pass legislation that could hinder economic recovery. Read the full survey below.
