Loud Car Exhaust Systems/Backfiring in Your Neighborhood - Since the General Assembly passed HB 5029 last session, I have heard numerous complaints from residents across the County who have noticed a significant uptick in street racing and loud car exhaust systems/backfiring at all hours of the day and night. HB 5029 amended Section 46.2-1049 of the Virginia State Code to prohibit law enforcement officers from stopping a motor vehicle solely on the basis of having an exhaust system that was not in good working order or having excessive or unusual levels of noise. This is one of the many unintended consequences of HB 5029. The impact of this and the other changes on public safety and quality of life in Fairfax County are still being determined. On Tuesday, June 8th at 4:30pm the Board will hold a public hearing to change the County Code to match these and other changes to the State Code that impact public safety. Loud Exhaust in Your Neighborhood - Since the General Assembly passed HB 5029 last session, I have heard complaints from many of you across the County who have noticed a significant uptick in street racing and loud exhaust by your homes at all hours of the day and night. HB 5029 amended Section 46.2-1049 of the Virginia State Code to prohibit law enforcement officers from stopping a motor vehicle solely on the basis of having an exhaust system that was not in good working order nor prevented excessive or unusual levels of noise. With this change, Fairfax County Police Officers can no longer pull over individuals on the single charge of a loud exhaust system. HB 5029 did this for a number of other traffic infractions as well.
On Tuesday, June 8th at 4:30 p.m. the Board will hold a public hearing to change the County Code to match these changes to the State Code. While this is mostly a formality at the local level and does not change the state law, you still have an opportunity to share with the entire Board how this affecting your neighborhood so they can advocate for you to our state legislators. I have already been in contact with our state legislators to share feedback I have received and will continue to do so.
Our officers can still pull over individuals for reckless driving and have continued to do so, but most complaints I have heard are noise-related complaints. Under the current law, our officers cannot pull over someone for the sole reason of loud exhaust. This bill presents a serious quality of life issue for so many of our neighborhoods who must put up with racetrack-like noises at all hours of the night. This is one of the many unintended consequences of HB 5029. The impact of this and the other changes on public safety and quality of life in Fairfax County are still being determined. It is very important that our state legislators revise this code change.

Rolling Road VRE Parking Lot Expansion Virtual Meeting (June 10)
Rolling Road VRE Parking Lot Expansion Project Virtual Community Meeting set for June 10
The Fairfax County Department of Transportation (FCDOT) will be hosting a virtual community meeting on Thursday, June 10, at 7 p.m. regarding the Rolling Road VRE Parking Lot Expansion project that will be going to construction later this year. This project will add 38 new parking spaces and will include planned sidewalk, curb, and stormwater upgrades to the site. In addition, a representative from the Virginia Railway Express will be at the meeting to discuss the platform expansion project for the Rolling Road VRE Station (you may have seen construction equipment related to this project staging in the area).

COVID-19 Vaccine Available for 12-15 Year Olds
New TOPS Transportation Program Provides Debit Card, More Options for Older Adults, People with Disabilities, and Income-Eligible Residents
Fairfax County is offering a new program called TOPS (Transportation Options, Programs & Services) that replaces the previous taxi voucher programs (Seniors On-The-Go!, TaxiAccess, and Dial-A-Ride). The streamlined program provides a transportation debit card in lieu of paper vouchers and offers more transportation options in addition to taxi services.
To be eligible for TOPS, you must be a resident of Fairfax County or the City of Fairfax, plus meet one of the following criteria:
- Fifty years of age or older, with an annual income of $50,000 or less per household.
- Registered user of MetroAccess.
- Recipient of Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI).
- Annual income that meets the 225% federal poverty levels by household size.
Program participants are eligible for two subsidies per year (one every six months). Each subsidy will provide $100 in benefits at a cost to the participant of $20. These subsidies may be used for an expanded menu of transportation options that includes taxicabs, rideshare services (Uber and Lyft), public transportation via SmarTrip card (bus and rail), and Capital BikeShare rentals.
- If you are already registered for at least one of the three previous taxi programs and you have purchased vouchers in the last two years, you will be automatically transitioned to TOPS and instructions will be provided on how to purchase and add funds to the debit card.
- If you currently have taxi vouchers in hand with the expiration date of 12/31/20 or 3/31/21, you have until June 30, 2021 to return for an adjustment and credit to your TOPS card.

Amazon Job Openings
Between HQ2 hiring in Arlington and Amazon Web Services (AWS) hiring in Herndon, Amazon.com has more than 3,000 job openings in Northern Virginia. More than 2,100 of those openings are in Arlington, many attached to HQ2. “This is the highest number of open positions at HQ2 since the company announced its selection of Arlington, Virginia, as its second U.S. headquarters,” John Schoettler, Amazon’s vice president of global real estate, told the Washington Business Journal in an article for subscribers. Almost 800 are in the Herndon area, where the company has its East Coast headquarters in Herndon.
Help Paying Your Water Bill
Do you need help paying your Fairfax Water bill? Eligible residents can apply for assistance through the COVID-19 Municipal Utility Relief Program. Residents are encouraged to apply soon as federal CARES Act funds will be available until all funds have been exhausted.
To provide financial relief for customers in need, Fairfax Water is working with Fairfax County, the City of Falls Church, and the City of Fairfax to administer funds received from the Commonwealth of Virginia’s COVID-19 Municipal Utility Relief Program.
To qualify, customers must meet certain eligibility requirements, attest that they are experiencing financial hardship due to the coronavirus public health emergency, and submit an application to Fairfax Water.
