Havah's Story: Creating a Family through Love and Resilience

April is Child Abuse Prevention Month, a time to recognize the importance of supporting children and families in need. For Havah and her husband, high school sweethearts, adoption was always a dream. However, financial challenges made it feel out of reach—until life’s obstacles led them back to that hope. With support from All for Kids, they were able to welcome three foster children into their home, joining their two biological children, and later adopting them.


Each adoption presented its own unique challenges and joys, but through love and stability, their family flourished. Havah emphasizes the role of openness with birth families, community support, and the invaluable guidance from All for Kids. “We’ve given our children a new beginning, a family where they are truly accepted.”


Their journey is a powerful reminder of the resilience of the human spirit and the profound impact of adoption, especially during Child Abuse Prevention Month, when we reflect on how love and support can change a child's life forever.

Meet Program Manager Cathy Allan

"For the last twenty-five years, I have had the honor to work at All For Kids. What started as a part-time temporary job has turned into a passion to help children and families.


Over the years, what I do has changed, yet my commitment to the children and our families is still what I love doing. Today my focus is to listen, embrace change, and keep us moving forward to be the best program we can be.



I think of myself as the heart of our program. I know how important it is to have families who have the willingness, ability, and resources to make a difference for a child or children. Some of you want to foster and some of you want to grow your family through adoption. We need you all.


As you ride, what I like to call “The Roller Coaster of Love”, myself, and our team will help you as you go through the ups, downs, twists, and turns. Your job is to enjoy the ride, enjoy being a parent and make a difference for a child or children who need you at this moment. This is not easy, and those who are willing, will always be my heroes. I hope you will join us for this ride. I look forward to meeting and working with you on this journey."

Expanding Inclusive Support for Families

We’re excited to share that RaiseAChild—a leading advocate for LGBTQ+ and Spanish-speaking foster and adoptive families—has joined the All For Kids family.


This partnership brings new strength to our mission of creating a world where every child is safe to grow. RaiseAChild will continue its impactful work under its own name, now supported by the infrastructure and leadership of All For Kids.

Brown, Ph.D., president & CEO of All For Kids. “Together, we’re building on that legacy—removing barriers, expanding access, and ensuring every child has the chance to grow up in a nurturing, supportive home.”


Families will continue to receive uninterrupted services, with increased access to resources, training, and long-term support. All RaiseAChild staff are now part of the All For Kids team—ensuring stability and continuity every step of the way. 


Together, we’re growing the future of family.

What You Need to Know: Support for Foster & Adoptive Families

Caring for a child in foster care comes with support—and it grows as the child’s needs are better understood. In California, all new resource (foster) parents begin with a monthly stipend of $1,206. After 30–60 days, a Level of Care (LOC) assessment helps determine if the child’s needs require additional support, which may increase the monthly rate.

Some families may also receive a Specialized Care Increment (SCI) for children with extra behavioral or medical needs. This additional amount varies by county. For example, an SCI Tier 2 rate is:

  • $600 in LA County
  • $475 in Ventura
  • $525 in Kern
  • $300 in Riverside

Be sure to check with your social worker, as not all counties provide SCI rates.


All children in foster care receive medical and dental coverage through Medi-Cal.


If you’re adopting from foster care, the Adoption Assistance Program (AAP) continues that support—offering monthly financial benefits and Medi-Cal coverage until the child turns 18–21, depending on eligibility.


Families in Los Angeles County can also access Adoption Promotion and Support Services (APSS), which include a support worker, mentorship, service referrals, and support groups—whether you're in the process of adopting or have already finalized.

Once you’ve completed either orientation, you’ll be on your way to becoming a resource parent. It’s a meaningful step, and we’ll be with you every step of the way.

Become a Resource Parent

Every day, children enter foster care in need of safe, stable homes—and the need is especially urgent for sibling sets. In Los Angeles County alone, there are over 25,000 children in foster care, with more than 200 waiting to be adopted. Many are part of sibling groups, and unfortunately, All For Kids must turn away at least 10 sibling sets each week simply because there aren’t enough families to keep them together.


“Being a resource parent lets you help someone in their time of need. You’re the support system for a child and for their parents,” shares Brittany, who, along with her husband Jeremy, foster-adopted two siblings while raising their three biological children.


At All For Kids, we believe strong families and caring adults create a world where every child is safe to grow. We welcome individuals and families from all backgrounds to consider opening their hearts and homes. We provide training, guidance, and continued support—you won’t be doing it alone.
