New Local Recovery Funds, Safer-at-Home and Golf on the Horizon

We love delivering good news, especially when it comes on a Friday!

The good news begins for our golfers as the City of Loveland Golf courses are scheduled to reopen Monday, April 27 . Visit www.golfloveland.com to view regulations in place at the three Loveland golf courses. Get some business deals done on Loveland’s 3 beautiful golf courses, 6 feet apart!  

As the initial Stay-at-Home order transitions into Safer-at-Home we begin to take baby steps towards what we once knew. Larimer County Safer-at-home business guidance includes specific requirements for retail, personal services , elective medical and dental services as well as other non-essential businesses.

Gyms, bars, and spas as well as K-12 and higher education schools will remain closed. Estes Park area short term rentals may re-open as soon as 4/27 .

Two new relief and recovery funds have been announced! The Larimer County Small Business Recovery Loan Fund and Loveland Downtown District Commercial Rent Assistance Program were announced yesterday and are expected to be finalized next week. A summary of the fund details are listed below.

Paycheck Protection Program (PPP) forgivable loans and Economic Injury Disaster Loans (EIDL) have reopened for funding with the new $484 Billion stimulus package signed into law today. More on this outlined below.

Lastly, we are excited to be able to provide a new online tool to help businesses self-identify themselves as open and to what capacity. The ZoomBusiness tool is an interactive map that will soon be open to the public to get the word out that Loveland business are beginning to open their doors for limited operations. There is more information at the bottom of this email to add your business to this map.
Larimer County Small Business Recovery Loan Fund
A new $5 million Larimer County Small Business Recovery Loan Fund will soon be available for impacted small businesses. Round 1 will include $2 million in lending capital seeded through a partnership made possible by Bohemian Foundation, the City of Fort Collins and Fort Collins Area Chamber of Commerce. Round 2 will follow shortly with the remaining $3 million in lending capital to be raised through regional collaboration with local foundations, banks, municipalities, private businesses and individuals. Additional information about the program and information on how to apply will be made available as soon as available (likely next week).


Loveland Downtown District Commercial Rent Assistance Program
The Downtown Development Authority (DDA), through partnership with the Loveland Downtown Partnership (LDP) has created a $150,000 fund to provide commercial rent assistance to downtown businesses affected by mandated closures due to COVID-19. The program is expected to go before City Council as soon as May 5, with funds disbursed by the end of May.


PPP Forgivable Loans & EIDL Applications Reopening Funds
Today, President Trump signed an additional $484 Billion stimulus package approving another round of funding for Paycheck Protection Program (PPP) forgivable loans and Economic Injury Disaster Loans (EIDL). Many banks will continue processing loan applications previously submitted. You may also apply at multiple banks to improve your chances as some of the smaller local and regional banks have been better with loans of smaller sizes. We encourage you to move as quickly as you can as this money will likely run out very quickly. If you need help with these applications, or choosing the correct program, contact t he Larimer Small Business Development Center or the Loveland Business Development Center.


Larimer County Publishes Initial Guidance on “Safer-at-Home”
Businesses must complete the following Checklist for Business/Facility Reopenin g that must be completed by any business that wishes to reopen. Enforcement will be handled on a complaint basis. You do not need to submit this form to the Larimer County Health Department unless asked to do so. If an inspector enters your facility, you will need to show how the measures included in this checklist are being followed.

Some of the key requirements for any reopening include:

  • Required signage must be posted at all entrances (templates provided);
  • employee symptom checks/policies;
  • regular disinfection and sanitation of all physical facilities/equipment;
  • the use of appropriate face coverings, gloves, hand sanitizer, disinfectant wipes and other appropriate protective or hygiene related equipment/supplies for individuals in the workplace (with different guidance for specific business activities based on risk),
  • employees must receive a copy of the completed reopening checklist.
ZoomBusiness Mapping Tool
We are working with a new tool from GIS Planning called ZoomBusiness that will allow Loveland businesses to identify themselves as “Open for Business” on an  interactive map . Thanks to the efforts of Visit Loveland we were able to pre-populate all of the food and beverage operations that are currently open.
