As climate change continues to increase the economic and physical burdens that hit California's lowest-income disadvantaged communities hardest, state funding for decarbonizing affordable housing is increasingly important. California's Low-Income Weatherization Program (LIWP) Multifamily has been instrumental in the state's progress towards equitably decarbonizing affordable, multifamily homes since 2016. The California Housing Partnership (Partnership) along with the Association for Energy Affordability (AEA) is excited to publish the 2024 Impact Report for the program. 

Key LIWP MF highlights and accomplishments include:


* Investing $124.89 million in decarbonizing 240 properties across 25 counties serving 12,760 households with energy efficiency, solar thermal, and solar PV upgrades


* Installing 6.8 MW of solar PV and saving multifamily properties an average of 30% on their energy bills


* Reducing energy usage in affordable multifamily properties by 47%, on average, which resulted in a reduction of 266,800 metric tons of carbon, equivalent to taking 43,531 vehicles off the road for one year.

* Investing 85% of LIWP MF funds in disadvantaged communities with $5 million to farmworker housing and $2 million to buildings serving people experiencing homelessness.

Developed as an improvement to prescriptive utility programs designed for single family homes, LIWP MF has been the state's first comprehensive affordable housing decarbonization program and can help turbocharge the investments from the Inflation Reduction Act as these resources begin to reach California. Ensuring adequate LIWP funding is imperative for California’s equitable transition away from fossil fuels.


If approved by the Legislature, AB 1657 (Wicks) will place a $10 billion housing bond on the November 2024 ballot and will include funding to continue funding LIWP, along with other crucial housing programs. Your support is urgently needed.
