Greetings! 


Welcome to "Lowell Current," the inaugural edition of the City of Lowell's monthly e-newsletter. In this edition, you will find information on Winterfest 2025, important updates from various city departments, a monthly municipal meeting schedule, and up-to-date job opportunities. In addition, there are links to various city pages which will provide even more updated information to help keep residents informed of happenings here in the City of Lowell. We are extremely excited to launch this opportunity for residents to stay connected and informed.

WinterFest 2025: 25th Anniversary

This year marks the 25th anniversary for Lowell's Winterfest, Feb 21-22nd. This beloved, long-standing event is a fan-favorite for Lowellians.


This unique two-day event embraces the fun and excitement of our coldest season. Kicking off Friday, February 21st at 6pm with opening ceremonies in the Enterprise Bank Music Tent.


The event includes entertainment, a soup competition, ice carvings, sculptures, chocolate festival, family fun, and food trucks. In addition to the music, local handmade goods will be available at the Experience Lowell Arts Market.


Saturday, February 22 boasts a day of activities to fight the winter blues, including:

 

  • The Richard Rourke Memorial Soup Competition at 12:00 PM 
  • Live music in the Enterprise Bank Music Tent, beginning at 12:00 PM 
  • The Experience Lowell Arts Market, produced by Mosaic Lowell, from 12:00 - 7:00 PM 
  • St. Anne’s Chocolate Festival from 11:00 AM - 4:00 PM 
  • Fire sculptures on Palmer Street 
  • Live ice sculpture carving on Palmer Street 
  • The 3rd annual WinterFest Scavenger Hunt, all day 
  • Mosaic Lowell’s Youth Mural Competition with voting open all day

2025 Road & Sidewalk Season

The Engineering Department is gearing up for the 2025 construction season, a contractor has been selected for the upcoming $6.8 million citywide roadway and sidewalk reconstruction project. 


Sixteen streets are on this year's paving list. Construction will start in the late spring/early summer and continue through the end of December. Residents abutting these streets will receive a notification letter from the Engineering Department regarding construction work.  

  • Ashland Street from Georgia Ave to Sanders Ave
  • Barasford Ave from Andover Street to East Merrimack Street
  • Broadway Street from Walker Street to Pawtucket Street
  • Douglas Street from Andover Street to Gersom Terrace (sidewalk restoration only from Andover Street to Frothingham, and Glenellyn Road to Hovey Street)
  • Grand Street from Westford Street to Chelmsford Street
  • Leverett Street from Washington Street to Cambridge Street
  • Magnolia Street from Varnum Ave to Pawtucket Blvd
  • Morey Street from Light Ave to Pine Street
  • Pembroke Street from Georgia Ave to Sanders Ave
  • Phebe Ave from Sarah Ave to Bodwell Ave
  • Powell Street from Chelmsford Street to Liberty Street
  • Ruth Street from Wedge Street to Parker Street
  • Seventh Ave from Mammoth Road to University Ave
  • Third Street from Bridge Street to Simpson Street
  • Washington Street from Lincoln Street to Hale Street
  • Windsor Park Road from Andover Street to East Merrimack Street

Traffic Calming Measures on 4th Avenue

Starting on February 24, 2025, 4th Avenue between Mt. Grove Street and Mammoth Road will have a one-way traffic pattern during the McAvinnue School drop-off and pick-up times (8:30 - 9:30 AM and 3:00 - 4:00 PM). 


This is a trial period at the request of the school to help keep the students safe.

Pollard Memorial Library Services

Do you know if you have a Lowell library card from the Pollard Memorial Library, you are able to access the current edition of the Lowell Sun as part of the collection using the image newspaper?


In addition to the local newspaper, you can also access newspapers from around the world, learn another language, access magazines, listen to books online, and learn a new craft. These features from the library can be found on their Electronic Resources page.


Other things happening at the library include some facility improvements. With the help of the Sustainability Department, the Library has had lighting upgrades done on the first and ground Floors. The rest of the building will be upgraded at a later date. In the month of February, the Library will be having the carpeting upgraded with a goal to work from the top of the building down to the ground floor.
