Communications:

Request for Support - Homelessness - A motion was supported for calls on the Provincial Government to urgently to:

a. Acknowledge that homelessness in Ontario is a social, economic, and health crisis;

b. Commit to ending homelessness in Ontario;

c. Work with AMO and a broad range of community, health, Indigenous and economic partners to develop, resource, and implement an action plan to achieve this goal.

Councillor Regan brought forward to motions for staff to prepare motion for the next meeting.

Councillor Hodgins identified the ABCA summary of Bill 23 as well as the upcoming Conservation Dinner.

Committee Reports:

CEDC - Councillor Regan summarized the last meeting of the CEDC on February 22, 2023 and the draft minutes were attached to the agenda.

Lake Huron - Met last week and a new initiate an agreement with Oneida of the Thames to directly provide water to the community. Also, a Financial Plan was presented and will be posed on the Lake Huron Water Supply website.

Staff Reports:

CAO/Clerks - R Reymer updated Council on the Fire Inspection Services Agreement changes and planning for the end of the agreement. The results of the Fire Services Master Plan Request for Proposals were presented and staff recommended that Council award the Fire Services Master Plan to Behr Integrated Solutions as per their submission dated February 13th, 2023 for $55,075 + taxes.

Finance - K. Langendyk provided Council with a statement on the Council remuneration and expenses paid in 2022 as per legislation.

Parks & Recreation -

Soccer Field Use Extension - P. Smith presented a report regarding the extension of the use soccer field with Van Geel Homes for 2023.

Programming Rate for New Hall - P. Smith proposed the implementation of a programming rate and setting a rate for the new multipurpose hall.

Youth Advisory Subcommittee - The PRAC (Parks and Recreation Committee) proposed the development of a Youth Advisory Subcommittee (YASC) and requested Council's approval.

Economic Development - L. deBoer presented a summary of the 2022 Lucan Summerfest budget. Also, presented was a summary of the ED activities for 2023 as well as a draft Communication Plan for review.
