As the year winds down, many in our industry are asking "What now?"

For years, lease-leaseback (LLB) has been a very popular delivery method for school-related construction, allowing projects to be constructed by a LLB entity, selected through a Qualifications-Based Selection Process, and in some cases, having the entity finance all, or a portion of the project in increments over a designated period of time. However, this year its use has been held up by court proceedings, after a lawsuit was filed against the Fresno Unified School District alleging a conflict of interest in the hiring of a contractor. While the issue is sorted out in court, school districts throughout California have remained hesitant to employ lease-leaseback for any projects. 

However, while lease-leaseback has been one effective tool for project completion, it's just that: one tool. With nearly 30 years of experience, Lundgren has never been limited to the use of a solitary tool, and we are adept at utilizing different, effective methods to complete projects on time and on budget. And because we're experienced with a variety of methods, we're not held back by not being able to use lease-leaseback as a delivery method.

Lundgren has extensive experience with delivery methods including Design-Bid-Build, CM Multiple-Prime, CM At-Risk, and Design-Build. Each has its own particular strengths, and we're adept at working closely with project stakeholders to ensure a smooth process from start to finish. 

We're also ending the year in the midst of some exciting new projects.

Lundgren is currently serving as the Construction Manager, providing pre-construction consultant for the new Science Building at College of the Canyons' Canyon Country Campus in Santa Clarita. Lundgren has a long history with COC, and we are proud to play a part in the work of improving an already wonderful campus.

Additionally, on Nov. 4 Lundgren was selected to perform construction project consultant services for the William S. Hart Union High School District with an emphasis on assisting the District with the new Castaic-area high school campus being built in Castaic. The project site is currently being graded for construction.

I hope that, like the Lundgren team, you are ending this year on a positive note. As we enter the holiday season I find much for which to be thankful, and I think I speak for everyone at Lundgren when I say we are looking forward to a busy 2016, continuing to deliver excellent projects with integrity and leadership.

Class is in Session at David G. Millen School
Classes are in session at Palmdale's David G. Millen Intermediate School, after Lundgren Management completed construction over the summer. The school officially opened Aug. 10, and Lundgren officials attended a grand opening celebration that included Antelope Valley educators and Palmdale School District officials. Lundgren was the construction manager for the $32 million project, and delivered it utilizing the Multiple-Prime delivery method.

Covering 96,000-square-feet on 16 acres, the school is designed with its facilities surrounding a central courtyard and multi-purpose space, providing a safe and secure environment for students. The site includes standard, science, music and home economics classrooms, an art lab, computer lab, special education classrooms with flexibility for large group and individual instruction, a library and media center, a gymnasium and physical education center, locker rooms, a multi-purpose room/cafeteria and administrative offices. With more than 40 classrooms, the school is built to accommodate up to 1,100 students, and roughly 900 are enrolled for the 2015/16 school year.

This project is a great example of how Lundgren utilizes time-proven pre-construction and construction procedures, in addition to the latest project technology to ensure a streamlined, efficient process. To ensure that the work requirements for any on-site Prime Contractors was clear, coordinated and unambiguous, Lundgren Management performed an extensive constructability review and value engineering process. The project was completed under-budget, with an unheard of 1.75% change order rate. Through the efforts of the District, Design Team and Lundgren stakeholders, the project was a great success and something of which we can all be very proud.
CMAA Dinner to Cover CA School Bonds
If you're a member of the Southern California chapter of the Construction Management Association of America, or just interested in hearing more about the Kindergarten through Community College Public Education Facilities Bond Act of 2016, you should definitely attend this Thursday's dinner to discuss "California School Bonds: $9 Billion in Future Bond Potential." Held at the LA Hotel Downtown in Los Angeles, the evening starts with registration and networking from 5:30 to 6:30 p.m., with dinner at 6:30 p.m. Lundgren is proud to be a silver-level sponsor for the evening.

The guest speakers include Jenny Hannah, of Facilities and Property Management Services for the Kern County Superintendent of Schools; Thomas G. Duffy, Legislative Director of CASH; Steve Massetti, Bond Program Manager for the Santa Monica/Malibu Unified School District; David Miranda, of Operations and Facilities for the Tustin Unified School District; and Joseph Quinonez, Director of Facilities Planning and Development for the Downey Unified School District.  The presentation will be moderated by Joe Dixon, Chair of Californians for Quality Schools.

Lundgren Attends 2015 CASH Fall Conference
The Lundgren team had a great time at the Coalition for Adequate School Housing's (CASH) fall conference, held Oct. 19-21 at the Fairmont Newport Beach. We were also a proud sponsor of the conference.

With a variety of general session meetings and Q&A sessions, the conference provided opportunities to learn more about what is on the horizon for state facilities programs, how schools can meet their facility needs, and how to maximize funding opportunities. Other topics included community relations and managing public perception, water management for schools, and financing facility programs.

The conference also featured discussion of the California Public Education Facilities Bond Initiative on the November 2016 ballot. If approved by voters, this $9 billion bond will provide much-needed funds for school projects, including:
  • $3 billion for new K-12 construction
  • $3 billion for K-12 modernization
  • $500 million for charter schools
  • $500 million for career technical education
  • $2 billion for community colleges, administered by the California Community Colleges Chancellor's Office

With local matching funding, the bond is expected to generate a combined $17.5 billion for school facility projects between 2017-2021.
