NYC's Department of Small Business Services (SBS) is excited to announce a major expansion of the Contract Financing Loan Fund program that will enable the City to provide an additional $50 million in low-interest funding to Minority and Women-owned Business Enterprises (M/WBEs) providing goods and services to City agencies. The Contract Financing Loan Fund, launched in 2017, helps small businesses serving as City vendors grow their capacity, hire new employees, and make capital improvements while they deliver on City contracts.
The new multi-million City investment into the fund will be leveraged by local lending partners to double the program’s impact, helping an estimated total of 350 M/WBE contractors fulfill $600 million in City contracts by Fiscal Year 2026.

Meet Mecca Nelson, owner of Mecca’s City of Wholeness, a NYC-certified Minority and Woman-owned Business Enterprise (M/WBE), and the founder of the YOMA Method. The YOMA Method is a revolutionary practice combining Vinyasa-style yoga, mixed martial arts, mindfulness, and meditation to help people who have experienced trauma or loss to live a well-balanced life.
Ms. Nelson had challenges creating her Capabilities Statement and finding contracting opportunities. Through the NYC SBS APEX Accelerator, she received guidance on what information to include in a Capabilities Statement and help editing her content once she created one. In addition, the APEX Accelerator also helped her research which agencies would be likely to use her services. As a result, Ms. Nelson was able to obtain contracts with the NYC Department of Education (DOE) and the NYC Police Department (NYPD).
Ms. Nelson advises other M/WBEs to “Be persistent and stay focused. Stay on top of your paperwork. Keep your eye on your mission.”

BE NYC Access: ‘The Melanin Summit: Changing the Color of Capital’
In celebration of Black Business Month, SBS’ Black Entrepreneurs NYC (BE NYC), in partnership with The Black Institute, and City Council Speaker Adrienne Adams, convened a summit to provide financial resources for M/WBEs.
The event was attended by more than 200 people, both in person and virtually. The event also featured speakers such as Council Member Mercedes Narcisse, the City’s first Chief Business Diversity Officer Michael Garner, and experts from 12 Community Development Financial Institutions (CDFIs). The summit was conceived as an innovative way to connect Black small business owners, including City-certified M/WBEs, with affordable financing via SBS’ CDFI partners.
