What Made It Into the Omnibus Spending Bill?
One of the last acts of the prior Congress was to pass a $1.7 trillion omnibus spending bill (H.R. 2617) to fund the federal government for the remainder of the fiscal year (through September 30). Unfortunately, despite nonprofit advocacy, Congress did not include several nonprofit sector policy priorities in the law. Specifically, the omnibus spending bill does not restore the universal charitable deduction and two other incentives for charitable giving that expired at the end of 2021, nor does it retroactively restore the Employee Retention Tax Credit, which Congress terminated after the third quarter of 2021. It also does not reinstate the enhanced child tax credit.

“The Omnibus Spending bill is not a complete bust, because many nonprofit subsectors and organizations will benefit from spending provisions,” said Tim Delaney, president and CEO of the National Council of Nonprofits. “Plus, having an Omnibus bill that runs for a full fiscal year is far better for everyone, including nonprofits, than the alternative of having just another continuing resolution that expires early in 2023.”

Along with our colleagues nationally, MANP will persevere in building relationships with lawmakers and advocating for policies that recognize the vital contributions--and continuing vulnerabilities--of Maine nonprofits. You can read about the National Council's 2023 public policy agenda here.

  • Host an AmeriCorps Volunteer: Goodwill Industries of Northern New England is currently searching for eligible organizations interested in hosting AmeriCorps members (full-time stipended volunteers) in the 2023-2024 program year.
