Sumner Association of Neighbors is open to ALL persons living or working within our boundaries and exists to foster a sense of community and to enhance the quality of life for all individuals who live, work and play here. SAN is a non-profit organization devoted to the physical and social livability of the Sumner Neighborhood and to provide an open process by which all members of the neighborhood may involve themselves in the affairs of the neighborhood. We provide opportunities for community involvement, promote local businesses, and advocate for issues of community concern.

2021 RESILIENCY GRANT
Each neighborhood within CNN received a $1,000 Resiliency Grant. Sumner chose our funds to be used for care bags to be distributed to the under served, the homeless, the elderly and anyone else in the CNN community that may be in need of common items to use and stay safe during this COVID-19 pandemic.
Each bag will include, but is not limited to: hand sanitizer, face masks, trash bags, hand warmers, two large bandaids, toothbrush and toothpaste, bottle of water, gloves, deodorant, single edge razor, shaving cream and lotion.
Each care bag will have a label attached that will indicate it is being given by the Sumner Association of Neighbors as a result of the $1,000 Resiliency Grant Fund from Central Northeast Neighbors.
We believe our care bags and their delivery will help provide support to meet the needs, goals and values of the City's Equity Toolkit for COVID-19 Relief & Recovering Efforts and strengthen our relationship with all of our neighbors.

BPS's Shelter to Housing Continuuum
The Bureau of Planning and Sustainability, the Housing Bureau and the Joint City-County Office of Homeless Services are partnering to review and retool City regulations to better address the homelessness crisis.
A range of approaches are being explored to better serve, shelter, and house Portlanders who are either experiencing — or are at risk of experiencing — houselessness. The Housing Bureau is continuing to build more apartments paired with supportive services for extremely low-income individuals and households The Joint Office of Homeless Services continues ramping up efforts to meet the increasing demand for emergency and short- term shelter, day storage and hygiene facilities. Expanding the options in the shelter-housing continuum are also being explored, such as campgrounds with tents or sleeping pods, tiny house villages, and micro-apartments with shared kitchens as well as other group living or housing arrangements.
The Bureau of Planning and Sustainability is developing proposals to change certain City Code requirements that would expand the housing and shelter options for individuals and households with extremely low incomes. Some of the solutions being explored will modify current permitting procedures, while others will require new City Code to be established.
The goals of this project are to further fair housing laws, expand the range of shelter and housing options, and improve how the regulatory environment affects for-profit, nonprofit, and public-sector-shelter and housing providers.

SUMNER ASSOCIATION OF NEIGHBORS SMALL GRANT
"ROCK THE BLOCKS OF SUMNER"
As many of you may remember, Sumner submitted an application for a Small Grant through CNN (Central Northeast Neighbors) called Rock the Blocks of Sumner, however, the Grant Committee did not choose us.
Our goal continues to increase opportunities for equitable participation in neighborhood activities, building relationships and partnerships while improving livability and leadership skills of all our neighbors.
UPDATE: one of the other groups that was awarded a grant has decided not use their grant funds. Sumner was next on the list so we have been chosen to receive their grant money of $2,977.50.
PROJECTS:
A) forming a Sumner Clean Team (SCT) that will conduct a cleanup at the San Lot property (open to all Sumner neighbors.)
B) block party with a local food truck in June (open to all Sumner neighbors.)
C) neighborhood cleanup in May (open to all neighbors within the CNN boundaries.)
We are looking for volunteers to help put this altogether.

In Memory of two long time Sumner neighbors,
John Bartlett and Del Gray
On November 25, 2020 John Bartlett passed away. He was such a kind man who is greatly missed by all who knew him. We will always remember John as a caring and compassionate person. John lived in Sumner for many years and as a neighbor and Sumner Board Member you would often see him out picking up trash, talking with and helping neighbors in need. He also helped with the annual neighborhood cleanup, Neighbors Night Out Against Crime, and cleaning and maintaining the San Lot. If you needed just about anything done John was always there to help. John was last active as our Crime & Safety Committee chair and you could often see him cruising the area with his dog as co-pilot. ______________________________________________________________
On December 28, 2020 Del Gray lost his battle with cancer. Del was the son of Jody Gray, a long time Sumner Board Member and neighbor. Del was born in Portland on June 28, 1955, moved to Sumner in 1964 and attended St Rita's School and Parkrose High School. His career included becoming a photographer, helping build a ship, The Lady Washington, he acquired a Columbia River's Captains license, and in later years he worked with his good friend, Don Francis at Ecotech. He also assisted his mother with the Sumner Newsletter. Del will be fondly remembered not only by his family but his friends and Sumner neighbors as a quiet and caring man of few words.

There have been neighbors asking about graffiti removal from buildings here in Sumner so I thought this was a good time to publish how to keep our neighborhood looking good. The City of Portland is dealing with a large number of people asking for graffiti removal throughout the city. This link will provide information about the program and include links on how to report it.

Tips for Cleaning Up Your Yard and Garden for Spring!
Spring begins on March 20, 2021 - now is
the perfect time to give your garden and
your yard some attention.
Pick up the obvious stuff first like litter, dog waste, fallen branches, and remember to always wear gloves.
Take a rake to your lawn. Removing dead leaves, twigs and pine cones will help keep your lawn nice and healthy going into spring.
Clean up your garden beds. Use a pair of scissors or small garden shears to remove dead leaves and stalks from perennial plants and ornamental grasses and pull out any dead annuals you plan to replace. You might also fertilize more established perennials by laying down some compost around the roots.
Take a good look at your tools. Now is a good time to inspect all your tools, like your lawnmower, hedge trimmer, rakes, shovels, and garden shears. Make sure all the blades are sharp and rust-free and look for signs of wear.
Prune dead branches from shrubs and trees. If you are not sure how to prune, look up pruning guidelines for your perennial plans, shrubs and trees

These are just a few steps you can take to get your yard summer-ready. If you are not sure what needs to be done, do not hesitate to get professional advice from your local nursery or landscaping company.

Street Roots
Rose City Resource
Street Roots is the publisher of the Rose City Resource, the most comprehensive list of services for people experiencing homelessness and poverty in Clackamas, Multnomah and Washington counties.
Beginning in the pages of the Burnside Cadillac in the 1990's and Street Roots newspaper in 1999, the Rose City Resource became a pocket-sized booklet in 2007. In 2010, Street Roots transformed the guide into a twice-yearly edition.
Street Roots launched a digital edition in April 2020 to track the frequently shifting services during COVID-19.

Portland Street Response Pilot Hits Streets in Lents on Feb 16
The pilot for the Portland Street Response (PSR), an innovative non-police response to assist people experiencing houselessness or a behavioral/mental health crisis, hits the streets for the first time on Tuesday, February 16th. Beginning at 10 am, the team will start taking calls dispatched from 911 to offer an alternative to police for people suffering mental and behavioral health challenges.
The team includes a program manager, a firefighter/paramedic, a mental health crisis clinician, and two community health workers. Each team member trained for the past month to prepare for calls. The team has been walking the Lents neighborhood, the pilot location, to introduce themselves to business owners and community members and to explain how they will aid Lents neighbors in crisis.
Lents was designated as the pilot location because it is not supported with many existing resources and services; additionally, the volume of mental and behavioral health calls in Lents is outpacing the growth of similar calls in other parts of the city. The team initially will be available Monday through Friday from 10 am to 6 pm. After six months, a second team will be added to cover the same area and to expand services to nights and weekend. By 2022, the program will ramp up to include more teams and coverage to locations across the city.

Portland Police Launch Team
to Investigate Shootings

PORTLAND, Ore. (AP) — Portland police said Friday they’ve created a specialized team of officers and detectives to focus full time on shooting investigations in response to a jump in gun violence in the last year.
The Enhanced Community Safety Team will be comprised of three sergeants, 12 officers and six detectives, The Oregonian/OregonLive reported. They’ll staff a seven member on-call unit to respond to shooting scenes, examine evidence, interview witnesses and do immediate follow-up investigations.
