A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, FORMALLY ADOPTING THE RECOMMENDATION MADE BY THE

NEIGHBORHOOD RESILIENCE PROJECTS ADVISORY COMMITTEE (NRPAC) AT ITS

OCTOBER 23, 2024 MEETING, AND DIRECTING THE ADMINISTRATION TO DESIGN A POLICY REQUIRING THAT BLUE-GREEN STRATEGIES BE IMPLEMENTED FOR

NEIGHBORHOOD IMPROVEMENT PROJECTS, PARKS PROJECTS, AND STORMWATER INFRASTRUCTURE PROJECTS WITH A COST IN EXCESS OF $10,000,000, SUCH POLICY SPECIFICALLY TO INCLUDE A FORMAL DELIVERABLE IN CITY AGREEMENTS FOR SUCH PROJECTS THAT INCLUDE DESIGN ALTERNATIVES INTEGRATING BLUE-GREEN STRATEGIES INTO THE PROJECT DESIGN, SUCH POLICY TO BE SUBJECT TO THE APPROVAL OF THE CITY COMMISSION.

MBU RESOLUTION:


Miami Beach United SUPPORTS this resolution to adopt the Neighborhood Resiliency Projects Advisory Committee (NRPAC) recommendation that a policy be adopted which requires, for projects in excess of a certain amount ($10,000,000 proposed by City staff), that in addition to the basic design, the cost of blue-green strategies be included as design alternatives This resolution is especially important because the City would like to prioritize the use of blue-green solutions, but they have not had sufficient information about such alternatives to determine what blue-green solutions could be included in a given project, and at what cost. We also encourage you to delve further into the justification for City staff's proposed $10,000,000 threshold.

REGULATIONS; TO ENCOURAGE THE CONVERSION OF LEGALLY ESTABLISHED TRANSIENT USES TO RESIDENTIAL USES IN THE "WEST AVENUE BAYFRONT OVERLAY" & (RM-2), & IN THE "MID BEACH RESIDENTIAL USE INCENTIVE AREA" AND THE "WEST AVENUE BAYFRONT OVERLAY" (RM-3), BY PROVIDING FAR INCENTIVES

MBU RESOLUTION:

Miami Beach United SUPPORTS residential use incentives encouraging the conversion of transient uses. Miami Beach is experiencing a shortage of full-time housing and a reduction in permanent residents. Providing FAR incentives has proven successful in the South of Fifth neighborhood and would work well in the West Ave and Mid Beach area. We would also urge the City to consider utilizing such incentives in residential neighborhoods citywide.

AN ORDINANCE AMENDMENT PROHIBITING COMMERCIAL VESSEL ACTIVITY HOURS OF OPERATION AT PUBLICLY-OWNED AND PRIVATE MARINAS BETWEEN THE HOURS OF 9 PM AND 7 AM WITH EXCEPTIONS FOR COMMERCIAL FISHING, DIVING, TOWING AND ECO-TOUR VESSELS.

MBU RESOLUTION:


Miami Beach United SUPPORTS this resolution. We are concerned, however, with the apparent proliferation of eco charters, presumably to avoid restrictions on party boats. We recommend that eco charters not be exempt from the curfew.
