Miami Beach United SUPPORTS this resolution which provides the public some

opportunity to speak at Special City Commission Meetings. Although the time frame is

abbreviated, it does align with existing shorter Sutnick Forum time already provided for

Presentation and Awards meetings at which substantive items will be heard. If the issue

being considered in a Special Meeting has exceptional significance and widespread

resident impact, perhaps the Commission could extend the Forum time to ensure public

input.

Miami Beach United SUPPORTS this ordinance. Our concerns that Eco charters were

exempted from the 9:00 p.m. city-wide curfew previously enacted are addressed by this

resolution.

BY AMENDING SECTION 70-67, ENTITLED “PROHIBITED ACTIVITIES,” BY PERMITTING SENIOR CITIZENS HAVING ATTAINED A CERTAIN AGE TO OPERATE ELECTRIC BICYCLES AND MOTORIZED BICYCLES UPON THE BEACHWALK AND THE LUMMUS PARK PROMENADE SUBJECT TO A MAXIMUM SPEED OF EIGHT (8) MILES PER HOUR

MBU RESOLUTION:


Miami Beach United DOES NOT SUPPORT this ordinance, which would allow motorized bikes on the Beach Walk for seniors. Such E-bikes and motorized bikes are already a huge safety problem in our City. We are concerned that this proposal would greatly confuse enforcement efforts. The Police and Park Rangers are currently having difficulties policing the existing ordinance. This would require additional costly equipment such as speed detection devices (radar) as well as checking ID’s to enforce this ordinance.

Miami Beach United DOES NOT SUPPORT this ordinance, which would require

landlords with tenants who possess subsidized housing vouchers to give the city written notice when rents are increased by 10% or more. Although this sounds like a good idea, the process is unclear and the action required by City staff may prove burdensome and have unintended consequences.

PLAN CREATED BY ORDINANCE NO. 2006-3504, AS SUBSEQUENTLY AMENDED,

TO AMEND THE PROVISIONS APPLICABLE TO ELECTED OFFICIALS;PROVIDING

FOR SEVERABILITY; REPEALING ALL ORDINANCES IN CONFLICT THEREWITH;

AND PROVIDING AN EFFECTIVE DATE


Miami Beach United SUPPORTS this amendment. MBU did not support the 2023 amendment which shortened the vesting period in the City’s Retirement Plan to four years for Elected Officials The proposed amendment provides for Elected Officials’ retirement as follows: an Elected Official who is initially elected to office on or after effective date of this ordinance, or who is reelected as an Elected Official following a break in service on or after that date, shall not be eligible to participate in the Pension Plan, and shall instead participate in the alternative Defined Contribution Retirement System. Any Employee who is currently participating in the Pension Plan on the effective date of this ordinance and subsequently elected to office as an Elected Official without a break in service, may continue to participate in the Pension Plan.

Miami Beach United SUPPORTS the adoption of a requirement for private parking lot

owners to post a standardized sign notifying customers that the facility is not a public

parking lot. MBU recognizes that there are many private parking lot owners who engage

in “bait and switch” tactics where consumers believe that they are parking in a lower

cost municipal parking lot (and also one where disabled parking permits may park for

free).

Providing private parking lots with a standardized, highly visible, sign, ensures that

motor vehicle drivers are conspicuously and unequivocally informed about the private

nature of the parking facility.
