RESOLUTION DIRECTING THE CITY ADMINISTRATION TO CONVENE ONE OR MORE INTERGOVERNMENTAL MEETINGS AMONG THE CITY OF MIAMI BEACH PUBLIC WORKS DEPARTMENT, THE OFFICE OF CAPITAL IMPROVEMENT PROJECTS, THE TRANSPORTATION AND MOBILITY DEPARTMENT, THE FLORIDA DEPARTMENT OF TRANSPORTATION (“FDOT”), MIAMI-DADE COUNTY, UTILITIES,
INCLUDING FLORIDA POWER & LIGHT COMPANY (“FPL”), AND ANY OTHER APPROPRIATE GOVERNMENTAL ENTITIES, AGENCIES, OR STAKEHOLDERS, IN ORDER TO IMPROVE INTERAGENCY COORDINATION, COMMUNICATION, AND ADVANCE NOTIFICATION CONCERNING MAJOR ONGOING AND UPCOMING CONSTRUCTION AND INFRASTRUCTURE PROJECTS WITHIN THE CITY WITH THE
GOAL OF MINIMIZING CONFLICTS BETWEEN PROJECTS AND REDUCING DISRUPTIONS TO RESIDENTS, BUSINESSES, AND VISITORS.
| | |

RESOLUTION ALLOWING THE INSTALLATION OF SIGNAGE AND OTHER MATERIALS ON CONCESSION EQUIPMENT ON THE BEACHFRONT, AND POSSIBLY ON OTHER CITY PROPERTY, IN CONNECTION WITH A MARKETING CAMPAIGN COMMENCING OCTOBER 15, 2026, TO PROMOTE THE RELEASE OF GRAND THEFT AUTO VI BY ROCKSTAR GAMES WHICH FEATURES MIAMI BEACH
AS ONE OF THE LOCATIONS IN THE GAME.
| | |
Miami Beach United OPPOSES permitting commercial advertising signage on City
concessions, public property, or other City-controlled spaces for general product
marketing. Public property should serve positive civic, recreational, and community
purposes, not function as a platform for private commercial promotion. Expanding
advertising in these spaces would increase visual clutter, further commercialize the
public realm, and create a precedent for more pervasive advertising throughout Miami
Beach.

| | |

ALTON CITY CENTER OVERLAY -- COMPREHENSIVE PLAN AND LDR ORDINANCE AMENDMENTS TO CREATE FAR AND DENSITY INCENTIVES TO ENCOURAGE REDEVELOPMENT OF DORMANT COMMERCIAL PARCELS INTO MIXED-USE PROJECTS ON PROPERTIES THAT MEET CERTAIN REQUIREMENTS AND ARE
LOCATED BETWEEN THE WEST SIDE OF ALTON ROAD AND THE EAST SIDE OF WEST AVENUE BETWEEN LINCOLN ROAD AND 17TH STREET
| |
Miami Beach United SUPPORTS this project. We recognize the need for redevelopment of this important site, but still have serious concerns about the overall height, ability to fulfill promise for additional public parking, and insufficient setback on Alton Road beginning at 75 feet which is too high to benefit pedestrians. We are concerned, however, with the cumulative impact this and other current projects and proposals will have on our infrastructure, most specifically traffic and sewage. We urge the City to
undertake a comprehensive study of our infrastructure capacity before approving new developments.

R5I, R5J Sponsored by Private Applicant -- 9:25 AM Second Reading Public Hearing

STREET TO LINCOLN ROAD
| |
Miami Beach United SUPPORTS this Residential Incentives Plan to redevelop this block of Washington Avenue. We urge the City to undertake a comprehensive study of our infrastructure capacity before approving new developments.

R5L Sponsored by Bhatt -- 9:30 AM First Reading Public Hearing
ORDINANCE AMENDMENT WHICH WOULD EXEMPT FLAMINGO PARK, COLLINS PARK AND COLLINS CANAL PARK FROM THE PROHIBITION OF MOTORIZED MEANS OF TRANSPORTATION IN CITY PARKS
| |
Miami Beach United SUPPORTS banning of E-mobility devices in all City parks. We are concerned with the exemption of certain paths in Flamingo Park and other parks. Flamingo Park in particular has very busy paths, and we recently observed an elderly man being knocked down by a e scooter that did not even stop.

R5AF Sponsored by Fernandez – 9:40 AM First Reading Public Hearing
ORDINANCE AMENDMENT TO MODIFY THE NOTICE REQUIREMENT FOR PROSPECTIVE BULK OWNERS OF RESIDENTIAL CONDOMINIUM UNITS, TO INCLUDE A STATEMENT OF UNDER STATE LAW; AND PROVIDING FOR REFERENCES TO FLORIDA STATUTES
| |
Miami Beach United SUPPORTS this amendment, as we did the original ordinance. Expanding the required information in this way provides more transparency, protects Residents Right To Know, and helps to mitigate miscommunication or confusion.

R5AP Sponsored by Dominguez – 4:35 PM Second Reading Public Hearing
ORDINANCE AMENDMENT TO MODIFY THE MINIMUM DISTANCE SEPARATION REQUIREMENTS FOR TOBACCO AND VAPE DEALERS IN NORTH BEACH. THIS AMENDMENT WILL APPARENTLY ONLY BENEFIT A SINGLE PROPRIETER AND WAS UNANIMOUSLY OPPOSED BY THE PLANNNG BOARD.
| |
Miami Beach United OPPOSES the proposed ordinance, which would weaken existing safeguards intended to restrain access to tobacco and vaping products, particularly for children and adolescents. The ordinance also undermines ongoing efforts by the Commission to address the over- concentration of these businesses, which are already prevalent throughout the city. There is a strong potential for a precedent that could encourage future requests for additional exceptions and other special favors.

RESOLUTION ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT ITS MAY 6, 2026, MEETING, TO AMEND THE CITY’S TROLLEY ADVERTISING AGREEMENT WITH OUTFRONT MEDIA TO ALLOW FULL VEHICLE WRAP ADVERTISING ON CITY TROLLEYS.
| |
Miami Beach United OPPOSES full vehicle wrapping as it limits visibility into the interior of trolleys, which presents a safety issue as well as making the trolleys unattractive.

A RESOLUTION ESTABLISHING A PROCEDURE FOR EACH CITY COMMISSIONER TO IDENTIFY UP TO THREE PRIORITY ITEMS ON EACH REGULAR CITY COMMISSION MEETING AGENDA THAT THE COMMISSIONER WISHES TO PRESENT; PROVIDING THAT EACH COMMISSIONER MAY PROVIDE A RANKED LIST OF PRIORITY ITEMS IN WRITING TO THE OFFICE OF THE MAYOR NO LATER THAN 5:00 P.M. ON THE LAST BUSINESS DAY BEFORE THE CITY COMMISSION
MEETING; PROVIDING THAT THE MAYOR SHALL USE REASONABLE EFFORTS TO CALL EACH COMMISSIONER’S PRIORITY ITEMS, SUBJECT TO APPLICABLE TIME LIMITS IN THE CITY CODE; AND PROVIDING FOR THE ORDER IN WHICH PRIORITY ITEMS SHALL BE CALLED.
| |
Miami Beach United OPPOSES this approach to ensuring that every commissioner’s items get a fair chance to be heard. We support the notion that every commissioner should have an opportunity to have their items called but do not believe this requires codification or a specific number of items from each commissioner.

| |
Miami Beach United SUPPORTS joining with the City of Miami to explore a potential challenge to the Live Local Act. Live Local has usurped local prerogatives in zoning matters that should be left to localities.

RESOLUTION ACCEPTING THE RECOMMENDATIONS OF THE FINANCE & ECONOMIC RESILIENCY COMMITTEE AND THE PUBLIC SAFETY & NEIGHBORHOOD QUALITY OF LIFE COMMITTEE TO MODERNIZE THE CITY’S BOARD AND COMMITTEE STRUCTURE; AND DIRECTING THE CITY MANAGER, CITY ATTORNEY, AND CITY CLERK TO DRAFT THE NECESSARY ENABLING LEGISLATION, INCLUDING AMENDMENTS TO THE CITY CODE, TO IMPLEMENT THE RECOMMENDED CHANGES.
| |
Miami Beach United DOES NOT SUPPORT either item in its current form. The proposals significantly reduce residents’ engagement with no dollar valuation or estimated savings in the record
We OPPOSE the sunsetting of the North Beach CRA Advisory Committee and the Mayor’s 41st Street Committee. Adopting the CRA Master Plan begins implementation rather than ending it, and 41st Street projects remain incomplete or unstarted. South Pointe shows what the current CRA structure can accomplish.
