MBU RESOLUTION:


Miami Beach United is encouraged that the City is undertaking a fuller discussion

process and public engagement on this issue, and that alternative locations are being explored. We DO NOT SUPPORT the conversion of any of our much-needed and well-used City surface parking lots into a sports facility. We are hopeful that comprehensive discussion which includes residents and businesses regarding this proposal will help find the best ways to positively impact Lincoln Road without taking away longstanding benefits of immediate parking nearby for office and other businesses.


Finally, we maintain our stance that a full process is critical before the City issues an RFP for a lease of under 10 years which does not require a vote by referendum, and we remain concerned that to proceed as originally proposed may also subvert the intent of the City Charter on the lease and sale of City land.

MINIMUM HOTEL UNIT SIZE REQUIREMENTS ORDINANCE AMENDMENT TO ELIMINATE THE ABILITY TO HAVE HOTEL UNITS LESS THAN 335 SQFT IN CERTAIN DISTRICTS AND TO ELIMINATE THE 175 SQFT MICRO UNITS EXEMPTION FOR NORTH BEACH TOWN CENTER DEVELOPMENTS

Miami Beach United SUPPORTS this ordinance amendment increasing the minimum hotel unit size to 335 SQFT and eliminating the 175 SQFT micro-unit exemption for North Beach Town Center. However, we strongly urge the Commission to amend this ordinance to raise the minimum hotel unit size to the previous Citywide minimum of standard of 400 SQFT and eliminate the 175 SQFT exemption for micro-unit and co-living, Citywide.

Washington Avenue definitely needs improvement, and that redevelopment could play a part, we believe that such sweeping and significant zoning change requires a full Master Plan process that includes stakeholders and community outreach.

ORDINANCE AMENDMENT REQUIRING A SPECIAL EVENT PERMIT FOR LARGE SCALE RESIDENTIAL PARTIES AND EVENTS (piloted during Art Basel}

Miami Beach United SUPPORTS this resolution. Large scale events and gatherings, often commercial in nature, and with commercial grade sound equipment, have a serious detrimental impact on residential neighborhoods both in terms of noise and traffic. This ordinance amendment would require a city special permit in order to hold such gatherings.

AN ORDINANCE AMENDMENT TO AUTHORIZE THE OFFICE OF THE INSPECTOR GENERAL TO NOTIFY THE CITY COMMISSION AND ADMINISTRATION OF A PROPOSED OR IMPENDING CITY ACTION WHICH WOULD BE A VIOLATION OF CITY POLICIES OR RULES, OR GOVERNING LAW, OR WOULD RESULT IN WASTE, FRAUD,ABUSE OR INEFFICIENCY.

Miami Beach United SUPPORTS this ordinance which empowers the Inspector General (IG) to act proactively in notifying the Commission and Administration when there is potential legislation which is illegal, based on consultation with the City Attorney, or when proposed projects, programs or plans in the opinion of the IG, would be significantly detrimental to the efficient operation of the City. The legislation as drafted, however, does not make clear what is meant by the requirement that the IG has "conclusively determined" that a proposed action would result in significant waste, fraud, abuse or inefficiency.

Miami Beach United DOES NOT SUPPORT this ordinance, which would require

landlords with tenants who possess subsidized housing vouchers to give the city written notice when rents are increased by 10% or more. Although this sounds like a good idea, the process is unclear and the action required by City staff may prove burdensome and have unintended consequences.

Miami Beach United SUPPORTS this resolution. People utilizing a parking garage or lot have a right to know whether they are using a publicly operated facility or not. This ordinance requires the posting of requisite signage indicating whether such a facility is public or private. It also provides for a required 15 minute grace period for a parking violation and provides other protections for individuals using these lots or garages.
