Join Hawaiʻi DOT Director Ed Sniffen and HiRUC Program Manager Mindy Kimura as they discuss the next phases of implementation
of HiRUC. Hawaiʻi is the first state in the United States to mandate the transition of all vehicles to a road usage charge by 2033, and Director Sniffen and Program Manager Kimura will discuss the first twelve months of the program and next steps in the program's transition.
The HiRUC Program Phase-3 (funded by the FHWA SIRC Grant Program) is focused on continuous improvement of operations, evaluation, and expansion of RUC to all vehicles. This phase includes a near-term comprehensive public and stakeholder communication plan, monitoring and intensive review of the first twelve months of the program to improve the program in preparation for expansion to all vehicles by 2033. Additionally, the HDOT will pilot new features required for expansion. Critically, this phase of work will aid other local jurisdictions that rely on a fuel tax, particularly Hawaii’s four counties, to begin their own transition to road usage charging. Key components of these implementation and expansion efforts are outlined in the HiRUC Program's Long-Term Transition Plan that was delivered to the Hawai‘i State Legislature in December of 2025 (available at hiruc.org).
