Dear MBUSD Teachers and Staff,
I hope this letter finds you well. Today’s message focuses on the elementary science program, a series of important COVID updates reflecting many changes coming from the Los Angeles County Department of Public Health (LACDPH), the California Healthy Kids Survey, an update on elementary parent conferences and report cards, Kindergarten Information Day, and recognition of Dr. Martin Luther King, Jr.
Spotlight on Elementary Science (with special thanks to Elementary Science Specialists Susan Holton, Connie Liu, and Christina Ibrahim)
At Wednesday’s Board of Trustees meeting, students from our elementary schools shared demonstrations of science experiments they have conducted in their classrooms. Fifth graders conducted a variety of experiments to determine whether the mixing of 2 substances yielded the formation of a new substance with different properties. Their observations of temperature change, production of gas and color change are 3 signs that chemical changes took place in their experiments yesterday. As a part of their 4th grade energy unit, students design, test and refine mini wind turbines in lab. Students know that a chemical energy in a battery makes a motor spin, but there is an ‘aha moment’ when they realize that wind energy going the opposite direction through the same system becomes a wind powered generator creating electricity. Third graders demonstrated that when tinsel is dropped onto a negatively charged pipe, electrons transfer to the tinsel making it negatively charged as well. Like charges repel, so the tinsel levitates above the pipe. Look closely at the left-hand photo below, and you will see the tinsel hovering overhead! Trustees were impressed with the students’ ability to explain their thinking so clearly and their use of discipline-specific vocabulary throughout the demonstrations. We are grateful to MBEF for funding our science specialists who bring science to life for our students.

Information is constantly changing and we are doing our best to share the latest information with our families and staff. The following is the latest COVID-19 health and safety information and may be updated soon by the Los Angeles County Department of Public Health. Ahead of the holiday weekend, please be mindful of gatherings. At this time, LACDPH is encouraging people to avoid any unnecessary gatherings.
Quarantine and Close Contacts:
For close contacts of COVID-19 positive cases, individuals are allowed to remain in school or at work under some circumstances:

Fully vaccinated students and employees whose close contact occurred in any setting -
- Students for whom it’s been 14 days since the full course of their initial vaccination (whether or not they are boosted) may continue to attend school if they test negative on Day 5 and wear upgraded masks for 10 days after their last date of exposure.
- Staff for whom it’s been 14 days since the full course of their initial vaccination and who have been boosted if eligible - may continue to attend work if they test negative on Day 5 , and wear upgraded masks for 10 days after their last date of exposure.

Staff and students who had a positive COVID-19 diagnosis within the last 90 days do not need to quarantine or test after exposure as long as they remain asymptomatic.

Partially vaccinated employees (initially fully vaccinated but not “up to date,” meaning they are eligible for a booster but have not been boosted) whose close contact occurred in any setting - may continue to attend work if they test between Day 3 and Day 5, wear upgraded masks for 10 days after their last date of exposure and do not eat and drink with others. Employees in this category must fully quarantine while outside of work.

Unvaccinated students whose close contact occurred in a school setting and whom school staff can verify were fully masked during the close contact are still eligible for Modified Quarantine if they test negative on Day 5 after the exposure. Students under Modified Quarantine are now required to wear upgraded masks for 10 days after their last date of exposure and, when eating and drinking, must be 6 feet away from others.

Unvaccinated students whose close contact occurred in a non-school settings (i.e. at home, a birthday party or a movie theater) or whose close contact occurred while either person was unmasked, as well as unvaccinated employees in any setting, will need to quarantine according to LACDPH guidelines, which mirror the requirements for positive cases: they must isolate for a minimum of 5 days and can return on day 6 if they are asymptomatic, have a negative test on day 5, and continue to wear an upgraded mask for 10 days after their last date of exposure.
At-Home Testing Kits
Through a state program, MBUSD was able to provide at-home rapid antigen test kits for all students in grades TK through 12. The free home tests should be supervised by an adult, and their purpose is to identify whether a student is positive for COVID-19.
We hope students will use these kits before returning to school on Tuesday, January 18, following the upcoming holiday weekend.
In addition, the District has purchased additional supplies and is providing one test to all preschool students and staff members.
If your student tests positive for COVID-19, please keep them home and report the case to your school site.
How to Read Your Results
Any type of line (bold or faint) that appears next to the “T” is considered a positive test and should be reported to your school site. If you only see a line next to the “C” the test is considered negative.

Testing Requirements for Cases and Close Contacts
In order to be able to continue to attend or return after day 5, close contacts or positive cases must provide evidence of a test taken on day 5, and must submit results as soon as they are received. Individuals who do not comply with this will need to stay home from school until the full 10 day quarantine or isolation period has ended.
We recommend that individuals submit lab-verified or supervised test results to ensure greater accuracy and reliability when submitting evidence that they do not have COVID-19. FDA approved at-home tests are also recognized as valid.
Importantly, we recommend PCR testing for initial diagnosis (surveillance and close contact testing) and antigen testing for individuals who have previously tested positive and are testing in order to return on day 5. Antigen tests are a better indicator that the infectious period has passed than the more sensitive PCR tests that can detect non-contagious levels of the virus long after the individual has recovered.
While we always recommend lab-verified or supervised test, if an individual must submit an at-home over-the-counter test, it needs to be an FDA-authorized test, and the individual must provide:
- A photograph of the negative test with the individual’s name and test date.
- A signed school-specific attestation form confirming the test was administered properly and shows results for the individual submitting it (please contact your school for a link to the form).
Masking
The State of California and LACDPH requirement to wear masks at all times indoors for school districts, campuses, classrooms and offices remains in effect.
There are a few new masking requirements for students and staff:
- Wear masks outdoors. LACDPH has clarified their interpretation of this guidance to mean that everyone will wear masks during recess, nutrition, lunch, passing periods, and other campus activities, except when eating and drinking, unless the activity is closely supervised and a 6’ distance between participants can be ensured.
- Requirement for staff to wear upgraded masks and a recommendation for students to wear upgraded masks. Per new LACDPH guidelines, all District employees have access to upgraded masks, which are currently available for staff at our schools and offices.

An upgraded mask is defined as a well-fitting, non-cloth mask with multiple layers of non-woven material with a nose-wire. While cloth masks are permissible for students, medical/surgical, N-95 and KN-95 masks provide good single mask protection (please be sure to consider whether N-95 and KN-95 masks are the right size for younger students). Additionally, LACDPH states that, for those wearing surgical masks, double masking, with a cloth face covering worn over the surgical mask, is recommended for enhanced protection.

Vaccination
We are proud to report vaccination rates for students ages 5-11 and 12-17 continue to climb. To date, the vaccination rate for students in Manhattan Beach ages 5-11 who have received one or more doses is 75.6%, with a full vaccination rate for this age range at 61.9%. 92.7% of students ages 12-17 in Manhattan Beach are fully vaccinated.
We are currently working with LACDPH to schedule a booster clinic for eligible students and staff at one of our campuses. We will share more information soon!
COVID-19 Testing
MBUSD’s weekly on-site testing program is open to asymptomatic students and staff members only. Now more than ever, if not already participating, please be sure to sign your student(s) up for our weekly testing. We recognize the frustrations and challenges caused by delays in the return of test results and the District is working with our providers to improve the timeline for these notifications. Thank you for your patience and understanding as we work to address this situation.
Our on-site testing is available ONLY to registered asymptomatic staff and students at their own school site. We encourage all students and staff to sign up for weekly testing.
If a student or staff member is symptomatic or has been exposed to someone with a positive diagnosis, they should seek testing from an off-site provider such as Beach Cities Health District.

Instructional Support for Students at Home During Illness and Quarantine
If your child needs to stay home due to illness and quarantine, short-term independent study is available. At the elementary level, students can stay engaged by joining our live elementary synchronous morning meetings via Zoom with our MBUSD Elementary Independent Study teacher, Mrs. Opfer. Your child’s teacher will share the Zoom link with you and provide additional ways for your child to stay engaged in their learning.
At the middle or high school level, students should email their teachers and stay up to date by checking Aeries and Google Classroom daily. If your student is on a short-term independent study agreement due to quarantine, your student may access up to four hours of Air Tutors support. California Healthy Kids Survey (CHKS)
This month, MBUSD Students in 5th, 6th, 7th, 9th, and 11th grade are being asked to take the California Healthy Kids Survey (CHKS) sponsored by the California Department of Education.
- This important survey provides us with valuable information on our continual efforts to provide a safe and drug-free, positive learning environment for MBUSD students.
- CHKS is a comprehensive, youth risk behavior and resilience data collection service available to all California school districts. Active consent from parents is required for 5th and 6th graders.
Elementary parent conferences will be held virtually during the week of January 24-28, 2022. During the conference, your teacher will discuss the winter report card and answer questions with regards to grade level academic and social and emotional expectations. The conference is an excellent opportunity to set goals for your child and ask any questions you may have. If you have not scheduled your conference, please contact your child’s teacher.
Elementary report cards will be sent home on Friday, January 21, 2022 and will be available for viewing through our Aeries portal so that you may review your child’s report card prior to the conference. Please visit the Grade Reporting page on the Educational Services website to view a sample report card for your child’s grade level and for additional parent resources.

Recognizing Dr. Martin Luther King, Jr.
On Monday, January 17, in observance of Martin Luther King Jr. Day, the Manhattan Beach Unified School District schools and offices will be closed.

Everyone has been working hard to create a school year as normal as possible for our students. Amid much progress, the Omicron variant has made the start to 2022 a challenging one. I know that, together, we can take the steps necessary to provide our students the in-person, safe and healthy, and high-quality educational experience they deserve.
