MCTC HELPING DBEs TO KEEP ON TRUCKIN'
The Mid-Coast Transit Constructors (MCTC) has some exciting news to share about the DBE trucking firms that service the San Diego area. As we have previously reported, MCTC has an 11.3% DBE goal to achieve on the Mid Coast Transit Corridor Project. That translates to about $110M in DBE contracts. While we are making significant strides towards meeting this goal (currently at $34M in DBE commitments), there is still a long way to go to reach that mark.
MCTC projected it would need about $24M worth of DBE trucking in order to meet the overall DBE goal. However, there is one significant barrier...the San Diego market does not have enough DBE trucks to meet this volume of trucking services. A survey conducted by MCTC confirmed the limited availability of DBE trucks, and MCTC projected it would fall $11M short of the $24M needed from DBE trucking firms. Since the anticipated participation of DBE firms in all other Project areas has been maximized, MCTC was faced with the likelihood of falling $11M short of the DBE goal.
Fortunately, MCTC's management team did not just "fall off the turnip truck," and together with SANDAG, came up with a fix. The solution called upon invoking a nuance in the DBE Program regulations that allows DBE credit for non-DBE trucks under special circumstances, such as a verified shortage of DBE trucks and the implementation of a comprehensive monitoring program. Following several weeks of working out the program details, SANDAG informed MCTC that the Federal Transit Administration (FTA) has approved the "Dollar for Dollar DBE Trucking Credit Program", and beginning July 1, 2017, MCTC would be able to claim DBE credit for a portion of the non-DBE trucking services utilized on the project.
MCTC seeks to utilize the "Dollar for Dollar DBE Trucking Credit Program" to not only meet the Project DBE goal, but to additionally grow the capacity of the following MCTC DBE Trucking Coordinators:

DBE FUN FACT
MCTC's Dollar for Dollar DBE Trucking Credit Program is the first of its kind to receive FTA approval in the State of California, and for the first time in California history, DBE trucking firms will be able to receive "dollar for dollar" DBE credit when using non-DBE trucks. Another example of MCTC innovating to help DBEs grow capacity!

CONSTRUCTION UPDATE
Construction is in full swing on the Mid-Coast Corridor Transit Project. Those of you who are traveling through the north end of the project, around Genesee Ave, have definitely seen a change in the surrounding scenery. Some of the more prominent features in this area include the pedestrian bridge demo at Executive Square, the street widening on Genesee Ave., and most recently a large retaining/sound wall on Genesee Ave.
The retaining wall runs on the west side of Genesee Ave. between Regents Road and Eastgate Mall. Spanning about 800ft long, and varying in height from about 13-18 feet, this structure will act as a retaining wall beneath the grade, and will serve as a sound/privacy wall for the La Jolla Country Day School on top. With Genesee Ave. being such a highly trafficked street, and due to limited access to the project area, MCTC had to get creative with its resources. A lot of work went into the utility relocations on this busy street, and a tele-belt had to be used in order to move material from one location to another. The MCTC team and subcontractors, including DBE Trucking Firms, have been putting in a lot of hard work, and looking to complete this wall in the next few weeks. See attached pictures for progress.
