COVID Vaccine
If you choose to get vaccinated against COVID-19, some vaccination sites may ask for proof that you are a farmer. Seeing as there is no "farmer ID card," we are sharing some suggestions on documents that you can bring with you as proof:
  • NCGA or Farm Bureau Membership Card
  • Grain Elevator Receipt
  • Tax Return with Farm Name
  • A letter (with letterhead) stating they are an owner or employee.
  • Pesticide applicator or Nutrient Management card
MDA Pesticide Disposal Program
This program makes it possible for farmers to legally dispose of pesticide products that are no longer registered for use or outdated. The 2021 program is a free service for all current or retired farmers and producers. To participate, farmers are asked to fill out the registration form and submit it to MDA's Pesticide Regulation Section. The application period runs from March 15th to September 15th. An MDA inspector will schedule a site visit to verify the information and have a licensed hazardous waste hauler collect products starting in October. Read the full press release here.

2020 Delmarva Chicken Economic Report
The Delmarva Chicken Association 2020 report shows chicken production on the Delmarva dipped about 5%. With that, companies purchased 1 million more bushels of corn, 2 million fewer bushels of soybeans, and 24,000 fewer bushels of wheat for chicken feed than in 2019. Read the full report here.

Commodity Classic - Still Available
While the 2021 Commodity Classic was held earlier this month, farmers and others are still able to participate and take advantage of the sessions offered. Everything is now available on-demand but one must register for sessions by March 12th. Once you are registered, sessions will be available until April 30th. You can learn more or register here.

American Rescue Plan
The U.S. House of Representatives passed the American Resuce Plan ACt of 2021 providing relief to the economy. The act includes $7 billion for the Small Business Administration's Paycheck Protection Program and $15 billion for SBA's Economic Injury Disaster Loan Program. Read more here.

HB84 - Consumer Protection - Right to Repair

This bill requires an original equipment manufacturer, on fair and reasonable terms, to make available to an independent repair provider or owner of digital electronic equipment any documentation, parts, tools, or updates to information or embedded software. It also requires, as it applies to equipment that contains a security-related function, any documentation, tools, parts, or updates needed to reset the lock or function when disabled.

MGPA SUPPORTS House Bill 84

SB119/HB507 - Clean Water Commerce Act of 2021
*Hearings on 1/28 and 2/10 - Passed committees w/ amendments
This bill addresses the sunset of the pilot program and establishes the Clean Water Commerce Fund as a special, non-lapsing fund. It requires the Department of the Environment to transfer $20,000,000 from the Bay Restoration Fund to the Clean Water Commerce Fund beginning in the fiscal year 2022. 35% of this funding would be dedicated to agricultural practices.

MGPA has been involved in the workgroup to craft this legislation. We will be supporting the sponsor amendments based on this workgroup's recommendations.

MGPA SUPPORTS Senate Bill 119 & House Bill 84

HB581/SB486 - Labor and Employment - Employment Standards During an Emergency (Maryland Essential Workers' Protection Act)

This legislation would create a number of new essential employer mandates and costs including: 1) hazard pay; 2) financial assistance for healthcare costs; and 3) universal health and bereavement leave, among many other problematic and challenging provisions for Maryland’s job creators; 4) Employee right to refuse to report.

MGPA worked with a coalition of agricultural stakeholders to craft language for an agricultural exemption.

MGPA OPPOSES House Bill 581 & Senate Bill 486

HB860/SB692 - State Planning - Preservation of Agricultural Land - Goal
Passed Senate committee and House sub-committee
Extending the timeline for the State goal of preserving a total of 1,030,000 acres of productive agricultural land to 2030 through the Maryland Agricultural Land Preservation Foundation, the Maryland GreenPrint Program, the Rural Legacy Program, the Maryland Environmental Trust, and local land preservation programs. The current goal expires in 2022.

MGPA SUPPORTS House Bill 860 & Senate Bill 692

HB1025 - Pesticides - Carbofuran - Collection, Disposal, and Prohibition on Possession or Storage

This bill makes it illegal to possess or store Carbofuran after January 1, 2024, and sets up penalties for violation. The bill gives the Natural Resources Police and Dept of Agriculture the authority to seize Carbofuran. MDA is also required to set up a take back program through the pesticide recycling program.
*Carbofuran was de-registered by EPA and all uses for feed and food crops were revoked in 2009.

MDA has announced a pesticide recycling program and MGPA would prefer this voluntary approach.

HB 1282: Real Property – Nuisance Actions – Rodent Harborage

This bill authorizes an individual to bring a nuisance action for damages caused by rodent harborage on property against an owner of the
property harboring the rodents. It defines "rodent harborage" as a condition that provides sustenance or shelter for rodents, promotes their reproduction and continued existence on a property, creates or contributes to property damage, is injurious to public health and safety, or obstructs the reasonable use of the property. The bill authorizes the court to award compensatory and punitive damages to a prevailing plaintiff.

2021 Commercial Pesticide Exam Sessions

Maryland Nutrient Management Webinars

The Maryland Department of Agriculture has posted several new on-demand webinars on its website for certified nutrient management consultants and farmers who need continuing education credits. Participants are required to pass a quiz in order to receive credits. Access webinars here.
MASCD Annual Report

In 2020, soil conservation districts across the state developed or updated 863 oil conservation and water quality plans to protect 114,356 acres, began 1,893 BMPs, and secured $46.7 million in financial assistance. Read the full 2020 MASCD report here.

World's Largest Grain Bin

The world's largest grain bin is under construction in Mascon City, Iowa. It will be completed this spring and will have a 165-foot diameter and a 155-peak height. The bin will be able to store 2.2 million bushels of corn. More here.
Cover Crop Use Spreading across the Globe

Cover crops have become very popular in North America to sequester nutrients, reduce or eliminate erosion, and improve soil health. Acres in the U.S. more than doubled from 2012 to 2017, from more than 5 million acres to 10 million. Popularity has began to increase overseas! Read more here.
