PA 436 of 2018 (MCL 380.1308b) - Emergency Operations Plan Review


Public Act 436 of 2018 (MCL 380.1308b) required that by January 1, 2020, a traditional school district, intermediate school district (ISD), or public school academy (PSA) had to develop an emergency operations plan (EOP) for each school building operated by the districts with input from the public. In addition, the state law included a biennial review of the EOP to be completed in partnership with at least one law enforcement agency. For assurances completed in 2019, the review is now due.

1. Transitional Kindergarten/Young Fives/Developmental Kindergarten Survey is Coming to Your Inbox!

Starting this month, select administrators and teachers will receive an email invitation to take a survey about transitional kindergarten program implementation in your district. The survey is being conducted by the University of Michigan’s Education Policy Initiative to learn more about Transitional Kindergarten/Young Fives/Developmental Kindergarten programs. The Michigan Department of Education acknowledges this survey and the importance of the aggregate information it will provide for a mixed early childhood care delivery system. Keep an eye on your inbox for your invitation. 2. Michigan’s Earth Day Opportunities for Students

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) invites Michigan students to enter its Earth Day Poster Contest for students in Kindergarten through 5th grade. The submitted posters will be judged based on the "Michigan Native" theme and should include plants, wildlife, or ecosystems native to Michigan. The artwork can be drawn by hand or digitally created. Each school hosts its own contest for the students and submits the top three posters for each grade. The Earth Day Poster Contest committee selects the top two first and second place winners from each grade.


EGLE’s Environmental Service Award (ESA) competition is for students in 6th through 12th grade. Schools are invited to nominate a student or group of students to be recognized for completion of a school-sanctioned, environment-based project that has tangible results. The project should provide a benefit for plants, wildlife, or ecosystems native to Michigan. Schools confirm the validity of each project and outcome. The Earth Day ESA committee selects the top two projects from each category.


The deadline for both contests to submit entries is February 25, 2021. The winners from both contests will be notified by March 11, and their work will be posted on the Earth Day Web page. More information can be found at: www.michigan.gov/earthday



3. Reminder: Freshwater Literacy Grants Available for Michigan School Districts

There is now $200,000 in grants available to support school programs in Michigan! These grants are intended to boost freshwater literacy and innovative #STEM education for K-12 students. These grants will provide a solid curriculum to teach and inspire students to better understand, value and protect Michigan’s natural freshwater resources. Learn more: https://bit.ly/3gdOf6C



4. Reminder: Section 35a(10) LETRS Training Grant Opportunity for Pre-K to Grade 3 Educators

The Michigan Department of Education (MDE) is sharing a professional learning opportunity from section 35a(10) for Language Essentials for Teachers of Reading and Spelling (LETRS) training grant. This grant is included in section 35a of the state school aid act enacted under Public Act 48 of 2021. This training grant supports the second guiding principle and the second goal of Michigan’s Top 10 Strategic Education Plan. Educators will explore the science of reading and experience deep learning around language acquisition and evidence-based reading instruction to accelerate learning outcomes. All PreK-Grade 3 educators are encouraged to register. Priority will be given to PreK–1 teachers. Don’t miss this free opportunity! Registration for Cohort 3 opened January 29. The deadline to apply is August 5 (unless all available spots are filled before that date) with a start date in September 2022. 5. Civil Rights Data Collection

The Civil Rights Data Collection (CRDC) is a federally mandated collection for all school districts and public schools in the country and is submitted by districts directly to the CRDC submission system. Information about the CRDC can be found on the CRDC web page.


All local school districts must submit their data by February 28, 2022. Questions should be directed to the CRDC Partner Support Center at Communities360° - Home > Overview > Home (ed.gov).



6. Competitive School Safety Grant Program Announcement

The Michigan State Police (MSP) Office of School Safety is pleased to announce that applications for the Fiscal Year 2022 Competitive School Safety Grant Program (CSSGP) are now available at www.michigan.gov/officeofschoolsafety. The purpose of this grant is to improve the safety and security of students and staff through the purchase and installation of technology and equipment for school buildings or to upgrade hardening measures. Public schools, nonpublic schools, school districts, public school academies, and intermediate school districts are all eligible to apply.


Completed and signed applications (including all attachments) must be received, via email at MSP-SchoolSafety@michigan.gov, no later than 12:00 p.m. (noon) EDT on Thursday, March 24. Questions about the CSSGP can be directed to MSP-SchoolSafety@michigan.gov.



7. Reminder: Improving Water Quality in Michigan Schools and Child Care Facilities Webinar Series

The Michigan Department of Environment, Great Lakes, and Energy’s (EGLE) School and Child Care Drinking Water Program is excited about additional funding and expected changes to the program this year! Through a series of four free webinars - one each month starting in February - EGLE will discuss ways to improve drinking water quality within the building to protect the health of young children and students and will provide information about free resources to accomplish these things. 


School and child care facility directors, custodial staff, principals, superintendents, school board members, plumbers, and water system operators should attend these webinars. Each webinar will be recorded and posted online when available. Continuing education credits are available for certified drinking water operators and the Facilities Director MSBO Voluntary Certification Program.
