Empowering Maui Residents to Support Local Recovery and Rebuild Efforts

WAILUKU, MAUI (June 25, 2025) – As Maui continues to recover from the 2023 Lahaina wildfires, the island faces a critical shortage of construction workers. Maui needs an estimated 2,000 additional construction workers for rebuilding, according to a 2023 report by the University of Hawaiʻi Economic Research Organization (UHERO)—a gap that remains urgent nearly two years after the wildfires.


In support of Maui's economic recovery and workforce development, the Building Industry Association of Hawaii (BIA Hawaii) is launching a free, six-week job training program this fall. The Maui County Workforce Innovation and Opportunity Act (WIOA) program and the Hawaii Building Industry Foundation (HBIF) are sponsoring the program. Designed to equip Maui residents with essential construction skills, the program aims to strengthen the local workforce and contribute to the island’s long-term rebuilding efforts.


The program is targeting Maui residents, including Native Hawaiians, Pacific Islanders, Asian Americans, Women, disconnected youth (typically ages 16–24 who are not in school or employed), and economically marginalized residents; however, all are welcome to apply. There are no age restrictions.


The Pre-Apprenticeship Construction Training (PACT) is a full-time workforce development program tailored for individuals who are new to the construction industry. Whether entering the workforce for the first time or changing careers, PACT provides a strong foundation in technical skills, jobsite safety, and career readiness.


The program runs September 1 – October 10, 2025, at the J. Walter Cameron Center in Wailuku, Monday–Friday from 8:30 AM to 3:30 PM. The program is free for qualified Maui residents, with funding supported by the Workforce Innovation and Opportunity Act (WIOA).

Participants will learn:

  • OSHA-30 Construction Safety
  • CPR/First Aid/AED
  • Basic carpentry, plumbing, HVAC, and electrical
  • Green building and lead safety (RRP)
  • Job readiness and a guided site tour

 

Graduates earn nationally recognized certifications and are prepared for entry-level employment or advanced apprenticeship opportunities.
