Garvin Barker Begins Service as Chair of State Board for Technical and Comprehensive Education

COLUMBIA, SOUTH CAROLINA—Garvin Barker begins his service today as Chair of the State Board for Technical and Comprehensive Education, the governing board of the SC Technical College System.

The State Board provides policy direction and oversight for the SC Technical College System, which includes 16 technical colleges across the state, as well as statewide workforce development programs including readySC™, Apprenticeship Carolina™ and retrainSC™. Together, the System plays a central role in preparing South Carolinians for high-demand careers and supporting the workforce needs of employers across the state.

Barker brings extensive private-sector leadership experience to the role, including an executive background in manufacturing, operations, supply chain and workforce development. He has served on the State Board representing South Carolina’s Third Congressional District since 2018.

“Garvin Barker brings a rare combination of industry experience, strategic perspective and genuine commitment to our colleges,” said Dr. Tim Hardee, president of the SC Technical College System. “He has taken a hands-on approach to his service on the State Board, visiting colleges across the state and taking the time to understand their programs, priorities and local workforce needs. That kind of thoughtful, active leadership will serve the System well as we continue preparing South Carolinians for high-demand careers and supporting the employers who drive our state’s economy.”

Barker’s professional background includes leadership roles with Schneider Electric and Weber Blackstone Inc. His experience in advanced manufacturing and operations gives him a firsthand understanding of the skills, training and partnerships required to support a strong workforce pipeline.

“I am honored to serve as Chair of the State Board and grateful for the opportunity to support South Carolina’s technical colleges,” Barker said. “Through my visits to colleges across the state, I have seen the quality of the programs, the commitment of the faculty and staff, and the direct impact these institutions have on students, communities and employers. I look forward to working with my fellow board members, Dr. Hardee, college leaders and commissioners to advance the System’s mission and strengthen South Carolina’s workforce.”

The SC Technical College System is made up of 16 colleges serving students, businesses and communities across the state. Through academic programs, continuing education, readySC™, Apprenticeship Carolina™ and retrainSC™, the System delivers affordable, accessible and relevant workforce education and training that connects South Carolinians to opportunity, supports employers and creates life-changing impact for current and future generations.
